year from October 1, 2014, through September 30, 2015. Per Purchasing guidelines, contracts/agreements initially approved by the Board must be approved by the Board upon renewal. BACKGROUND: In accordance with Florida Statues 394.462, if neither the patient nor any person legally obligated or responsible for the patient is able to pay for the expense of transporting a voluntary or involuntary patient to a treatment facility, the governing board of the county in which the patient is hospitalized shall arrange for such required transportation and shall ensure the safe and dignified transportation of the patient. The governing board of each county is authorized to contract with private transport companies for the transportation of such patients to and from a treatment facility. Currently, EMS transports Baker Act patients that are in need of medical care and require medical clearance to local hospitals. Once a patient is medically cleared or found not to have a medical condition requiring EMS transport, a non-emergency transportation service is utilized. This type of arrangement enables EMS resources to be utilized in the most appropriate manner enabling them to be more available for emergency calls. The recovery of the transportation expenses are provided for in Florida Statutes 901.35. The County has utilized TLT Transport, LLC, for the transport of non-emergency Baker Act patients since 2007. OPTIONS: Approve or disapprove. RECOMMENDATIONS: Approve the contract renewal with TLT Transport, LLC. Villani SUBJECT: West Florida Regional Planning Council Interlocal Agreement DEPARTMENT: Public Safety BCC DISTRICT: All STATEMENT OF ISSUE: Request approval of the Interlocal Agreement with the West Florida Regional Planning Council. Okaloosa County Emergency Management intends to utilize the West Florida Regional Planning Council to assist with first responder training, planning, and exercises. BACKGROUND: Regional Planning Councils were established by an act of Congress to assist local communities and governmental agencies with planning, training, and exercises. Florida Statute 186.501 provides local governments the ability to contract with the Regional Planning Council without the need to seek bids for the service. Florida Statute 186.501 further requires that an interlocal agreement between the planning council and the governmental entity must be established in order to utilize the service of the planning council without seeking bids. OPTIONS: Approve/Disapprove. RECOMMENDATIONS: Approve the Interlocal Agreement with the West Florida Regional Planning Council. Villani SUBJECT: Outstanding April and March 2014 Airgas Invoices DEPARTMENT: Public Safety BCC DISTRICT: All STATEMENT OF ISSUE: [PS] Request approval to pay Airgas, Inc., for the outstanding March and April 2014 invoices for a total of $5,453.76. BACKGROUND: Airgas, Inc., is the sole medical oxygen vendor for Okaloosa County Emergency Medical Services. Historically, invoices for oxygen services have been paid by after-the-fact purchase order. “After the fact” meaning the department did not submit a requisition to Purchasing for approval prior to placing the order. These types of purchases do not comply with the current Purchasing Policy and as of October 1, 2013, Finance no longer approves purchase order payments for services invoiced after-the-fact. Staff is working with Purchasing and Finance to ensure requests/purchases are made according to an approved strategy in accordance with the Purchasing Policy. Board approval to direct pay the outstanding invoice is required. OPTIONS: Approve/Disapprove. RECOMMENDATIONS: Recommend approval of direct payment for the outstanding invoices to Airgas. BACKGROUND & ANALYSIS: Bob Sikes, Destin, and NWF Regional Airports sustained considerable damage due to the heavy rains received on April 29 & 30, 2014. Some areas of damage were adjacent to runways and facilities. Airports contacted Purchasing with concerns that subsequent rain events posed a considerable threat of further damage to the airport runways and facilities; therefore, direction was sought from the County Administrator. Per Section H of the Purchasing Manual, emergency procedures allow Purchasing to deviate from normal solicitation procedures. In order to expedite the repairs, quotes were solicited in lieu of bids for repair of the damage. Three (3) construction vendors were contacted, with one declining to provide a quote. The lowest of the quotes was submitted by Gum Creek Farms; Bob Sikes Airport $435,000, Destin Airport $100,000, and NWF Regional Airport $250,000. Purchase orders #21401297, #21401298, & #21401299 were processed on Friday April 9, 2014 to Gum Creek Farms and they were asked to mobilize immediately. A hold harmless and conflict of interest form has been signed for the file. All insurance requirements have been approved by Risk Management. OPTIONS: Ratify/Reject the purchase orders for the emergency repairs for Bob Sikes, Destin, and Northwest Florida (NWF) Regional Airports due to the flooding event on April 29 & 30, 2014.
