Everyone was provided copies of information ofthe issue being brought before the Board by Ann Halbert.
Amy Allen led a discussion explaining the SHMSBU Board needed to approve a fee increase due to an arrearage. She
explained that there are a total of 228 Units in the community but onty 169 of them were paying units- This has
created a negative cash balance. The negative balance for 2013 is 54,923 and as of Aprit 10th the 2014 negative
balance is S1,132. This puts the sHMsBu at a negative cash carry forward of 56,055' ln order to balance out the
SHMSBU there will have to be an increase to the current rate. As of lune 1, 2014, the monthly cost will be 511.12 for
the remainder of the year. This rate increase will bring the SHMSBU into current balance. ln January 2015 the rate
will decrease to S7.50 per month.
Lisa payton volunteered to draft a notice for the Chairman's signature, to notify the 59 property owners who are not
participating in the program but are reaping the benefits of it, in an attempt to 8et them to contribute to the
program.
Amy Allen will check with the Water & Sewer Department to obtain a list of the properties not participating and
determine the best way to allow payment for these properties.
Discussion ensued.
Motion to approve the rate increase made by Barry Gray and seconded by Richard Hawthorne. Motion carried.

BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: May 20, 2014
TO: Honorable Chairman and Members of the Board
FROM: Don Turner
SUBJECT: Shalimar Annex Project - Asbestos Abatement
DEPARTMENT: Facility Maintenance
BCC DISTRICT: All
STATEMENT OF ISSUE: Request Board approval of a Change Order in the amount of
$170,854.54 to the Lord & Son contract for asbestos abatement of the former Shalimar Annex.
BACKGROUND: An asbestos survey was conducted on all five of the main buildings at the
former Shalimar Annex on March 3, 2014. The survey revealed the presence of asbestos
containing materials (ACM) in several parts of the buildings. Before the start of any work that
may disturb any of the ACM, the ACM must be properly abated by a qualified contractor and
properly disposed of.
The abatement was not a part of Lord & Son's original contract. To keep the project moving
forward to completion before the deadline, Lord & Son is being charged with the responsibility
to get the abatement done. The costs for the abatement, air monitoring, and administration is
$170,854.54 (documentation attached). Until other financial arrangements are determined for
complete funding of the current major construction projects, staff recommends utilizing the
current funds allocated in the 301-3160-562132 account (Capital Outlay Fund - Shalimar Annex
- Phase II) to fund the CO.
RECOMMENDATIONS: (FM) Request Board approval of a Change Order in the amount of
$170,854.54 to the Lord & Son contract for asbestos abatement of the former Shalimar Annex
and authorize the Chairman to execute all documents.
