REPI 2 and 3 is the DIG Grant 2 and 3.
DIG 1 is also available and is intended to partner with NWFWMD to
purchase the reservoir property.
Grant Utilization Plan
– Utilize REPI 2 and 3 matched with DIG 2 and 3, respectively, to purchase
land in the targeted area and place all land within a restrictive use easement
with Eglin AFB. The land acquisition may also include additional phases of
REPI & DIG.
– Seek an extension for DIG 1 from current expiration date of 12/23/13 to
allow for more time to coordinate with the NWFWMD and determine
whether they are going to assist with the land acquisition. Land purchased
with DIG 1 will not be required to be placed within a restrictive use
easement, thus it has more flexibility. Packet Pg. 822

Packet Pg. 824
(continued)
– During contract period (6-12 months):
• Survey
• Environmental Baseline Survey
• Title work & insurance
• Restrictive Use Easement reviewed & signed by Air Force
– Obtain money from Eglin AFB for the land purchase and
allowable transaction costs.
– Closing
• Okaloosa County would now own the property
• Restrictive Use Easement to the Air Force would be executed
* Note: All land acquisition costs & closing costs are reimbursable through REPI &
DIG grants. However, in moving forward with this process, OCWS assumes the
financial risk on any expenses should we not close on the property. These
expenses are minimal compared to the benefit.

BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: May 20, 2014
TO: Honorable Chairman and Members of the Board
FROM: Jeff Littrell
SUBJECT: American Suncraft Change Order #2
DEPARTMENT: Water and Sewer
BCC DISTRICT: All
STATEMENT OF ISSUE: Staff requests BCC approval to extend the contract time and
approve Change Order #2, Repair and Paint Countryview and Bluewater Tanks (2014) for
American Suncraft Construction, Inc.
BACKGROUND: Bids were taken on February 5, 2014 for the painting and minor repairs of the
Countryview and Bluewater Tanks. The lowest responsive and responsible bidder was American
Suncraft Construction, Inc. of Medway, OH. A contract in the amount of $543,475.00 was
awarded to American Suncraft in March 2014. Work is now under way, and American Suncraft
is almost complete with the painting of Countryview Tank; Bluewater Tank painting has not yet
begin. In addition, early in the project several repair items were discovered and were added in
Change Order #1 (total addition of $4,800.00).
The original intent of the contract time of only 120 days to substantial completion was that the
contractor would be able to paint both tanks simultaneously (as they are in separate service
areas) and be finished with both by early summer and the beginning of hurricane season.
However, due to delays in relocating antennas (for the OCWS radio read meters and the Sheriff’s
Department communications) from the Bluewater Tank to the monopole co-located on the tank
site, the Contractor was unable to begin work on the Bluewater Tank in a timely fashion. In
addition, the extraordinarily cold, then wet weather we have had during late winter and spring
greatly delayed the progress of the project.
It is standard practice in coastal areas to drain and paint water tanks during the winter months
and have them back in service by the beginning of hurricane season. Although water tanks are
designed to withstand strong winds empty, they are infinitely sturdier when filled with water.
OCWS would prefer not to have the Bluewater Tank empty during the coming hurricane season.
American Suncraft has volunteered to de-mobilize from the project and re-mobilize to Okaloosa
County in the winter of 2014 to complete the paint and repair of the Bluewater Tank at no
additional expense to Okaloosa County. In addition, there are four tanks in the system that will
be due for their FDEP required five year cleaning and inspection by late 2014 and early 2015 and
Suncraft has agreed to add the cleaning and inspections (as outlined in the attached summary) to
their contract for $19,220.00. These prices are well within line with those of similar cleaning
and inspections in prior years’ contracts.
OPTIONS: Approve or deny.
RECOMMENDATIONS: OCWS requests BCC approval to authorize the Chairman to execute
Packet Pg. 826
Change Order #2 for $19,220.00 and add 240 days to the total contract time to accommodate
completion of the Bluewater Tank and cleaning and inspection of four other tanks in the winter
of 2014-15.

BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: May 20, 2014
TO: Honorable Chairman and Members of the Board
FROM: Jeff Littrell
SUBJECT: Harcros Chemicals, Inc - Contract Amendment
DEPARTMENT: Water and Sewer
BCC DISTRICT: All
STATEMENT OF ISSUE: OCWS staff desires to amend the contract with Harcros Chemicals
(Contract #C13-2072-WS) to include the price per gallon of $1.63 for 55 gallon drums of sodium
hypochlorite.
BACKGROUND: Okaloosa County has a contract with Harcros Chemicals to provide chlorine-
related commodities to our water and sewer system. Primarily, it is utilized for gas cylinders:
150-lb cylinders at well sites and 1-ton cylinders at the Russell Stephenson Water Reclamation
Facility (WRF). At the Arbennie Pritchett WRF and the Bob Sikes WRF (BSWRF), sodium
hypochlorite (liquid bleach) is utilized for disinfection purposes.
BSWRF is a 1.0 million gallon per day (MGD) annual average daily flow (AADF) design
capacity, membrane bio-reactor (MBR) wastewater reclamation facility. The BSWRF operating
permit #FLA010181-006 issued by the Florida Dept. of Environmental Protection (FDEP)
requires the effluent discharge to be disinfected to meet parameters set by the permit. The
BSWRF was designed to utilize sodium hypochlorite for its disinfection requirement. Bleach is
sold and delivered in two ways which are compatible for usage and offloading at the OCWS
wastewater reclamation facilities: 275 gallon totes and 55 gallon drums. The BSWRF does not
have the capability nor the applicability to utilize the 275 gallon tote containers and hence, can
only use the 55 gallon drums.
Being that BSWRF is a relatively small facility and a relatively small amount of sodium
hypochlorite is used (compared to Arbennie Pritchett WRF), we have been purchasing this
commodity via credit card with each order. We would like to add this commodity to the existing
contract with Harcros Chemicals. This line item is estimated to be 120 drums per year, which
equates to $10,758 per year.
OPTIONS: Approve or deny.
RECOMMENDATIONS: OCWS requests BCC approval to authorize the Chairman to execute
a contract amendment to Contract #C13-2072-WS with Harcros Chemicals, Inc. which would
add 55 gallon drums of sodium hypochlorite at $1.63 per gallon.
