The statute identifies the time frames and briefly describes the tasks to be accomplished during those time frames. According to the Department of Revenue, the City shall calculate the rollback rate and within 80 days from when the Property Appraiser certifies the value of real property in the City of Fort Walton Beach hold a public hearing on the proposed millage and tentative budget. The City' s real property value was certified on June 29, 2006, and therefore a public hearing must be held no later than September 17, 2006. Discussion According to the Okaloosa County Property Appraiser, the preliminary gross taxable value for operating over the 2005 final purposes is $ 1, 363, 808, 847, representing an increase of $ 264, 145, 106 or 24.0% gross taxable value of $ 1, 099, 663,741. The April Budget Policy Workshop provided City Council an opportunity to propose policy directives, establish service levels, and determine funding priorities for the fiscal year 2006- 07 budget. Council FY provided consensus at the workshop to maintain the millage rate at 4. 9700 mills for preparation of the 2006-07 budget. The FY 2006- 07 budget presented to Council at the August Budget Workshops was prepared at a millage rate of 4. 6458. This millage rate reduction was achieved by increasing the appropriation from undesignated fund balance in the General Fund. However, Council voted at the workshops to maintain the rate at 4. 9700 mills. millage the September 6, 2006 budget hearing, Council voted to reduce During the millage rate to 4. 6458. Staff proposes setting the final ad valorem millage rate at 4. 6458. The budget is predicated on this net ( 95% millage rate. The final millage, at 4. 6458 mills, will produce approximately $ 6, 019, 184 in collection rate) ad valorem tax revenues, representing an increase of $ 814,480 over last year in net ad valorem taxes. The Department of Revenue also requires that the City calculate a rollback millage rate. The roll- back millage rate is defined as the millage rate that would produce the same amount of ad valorem tax revenue as was levied during the prior year, exclusive of new construction, deletions, and boundary changes. Staff has calculated the roll- back rate to be 4. 0746 mills. The millage rate of 4. 6458 is 14. 02% above the roll- back rate and would generate $ 6,019, 184 in net ( 95% collection rate) ad valorem tax revenues, an increase of $740, 057.
