Trinity Proposal No. 14-0064
Dear Mr. Henson:
Preble-Rish and its subcontractor Trinity Analysis & Development (Trinity) are pleased to
provide Okaloosa County, Public Works Department, Environmental Services Division (County)
with this proposal to perform the 2015 semi-annual compliance and remedial action sampling
and reporting for the Baker Landfill. This proposal includes services to continue ongoing semi-
annual and annual compliance monitoring and reporting and continue remedial action sampling
modified in accordance with the 2008 Response Action Plan Modification — 2011 Addendum
(RAPMOD), dated August 1, 2011, and approved by the Florida Department of Environmental
Protection (FDEP) on December 7, 2011. This proposal provides scope of services, estimated
fee, and schedule to perform the semi-annual compliance and RAPMOD sampling and
associated reporting.
SCOPE OF SERVICES
In accordance with the closure permit for Baker Landfill (Permit No. 0075982-004-SF), as
modified April 19, 2010, and the RAPMOD noted above, semi-annual reports for compliance
and remedial action sampling are due by May 1 and November 1 of each year. To meet this
schedule and the reporting schedule associated with laboratory reporting established in Chapter
62-780, Florida Administrative Code (FAC), semi-annual sampling will be performed in
February and August of 2015. Trinity will provide qualified, local field scientists and
technicians for collection of samples. Gulf Coast Analytical Laboratories (GCAL) located in
Baton Rouge, Louisiana will perform laboratory analyses and reporting.
Details of the scope of services are summarized in the following tasks.

Tasks 1 and 2 - February and August 2015 Sampling and
Reporting
The following describes the proposed semi-annual sampling events for 2015 which will include
field sampling activities, water quality analyses, and reporting of findings. Task 1 will be for the
February event and Task 2 will be for the August event. The following will be performed for
each event.
Water Quality Sampling
Water quality sampling will include the collection of groundwater samples, and, when enough
water is available, surface water and seep samples. Sample collection will be performed for
compliance and RAPMOD requirements. Field work, sampling methodologies, data evaluation,
and data Quality Assurance/Quality Control (QA/QC) will be performed in accordance with
Chapter 62-160, FAC, Standard Operating Procedures (DEP-SOP-001/01) (SOPs) and the
closure permit no. 0075982-004-SF.
Trinity will perform compliance sampling to meet the requirements listed in Sections H and K of
the closure permit and the remedial action sampling requirements listed in Table 2 of the
RAPMOD during each semi-annual sampling event. Semi-annual sampling will be performed
during February and August, with the August event including annual sampling of the private
Shue residential well.
As required by Chapter 62-701.510(9) (a) FAC, Trinity will electronically notify the FDEP
within 14 days prior to each scheduled sampling event. Trinity will also coordinate sampling
internally and with the County, and also with GCAL to confirm sample bottles have been
ordered and delivered on-schedule. Prior to the initiation of sample collection, field instruments
will be calibrated according to factory instructions. Instrument calibrations will be documented
on a field log and submitted to the County with the field sampling logs and laboratory analytical
results as part of the formal reports.
Water level measurements will be collected from each monitoring well across the site prior to
sample collection. Static water levels in each required well will be obtained on the same day
using an electronic water level indicator to the nearest 0.01 foot. During the collection of the
static groundwater elevations, each monitoring well will be visually inspected. If any problems
with the monitoring well are observed, Trinity will immediately notify the County of the
problem.
During purging procedures, indicator parameters will be measured and recorded in the FDEP
water sampling logs in accordance with the current FDEP SOPs and closure permit requirements.
For QA/QC purposes, Trinity will collect the appropriate number of equipment blanks and
duplicate samples in accordance with the FDEP SOPs.

Low-flow groundwater purging, and sample collection procedures will be followed in the field
using a portable pneumatic bladder pump or similar device, where dedicated pumps are not
present. For recovery wells, samples will be collected from the recovery pumps via sampling
ports on the submersible pump drop-pipes. When recovery wells are not operating, samples will
be collected from the annular monitoring wells. Sampling equipment will be decontaminated
prior to all phases of purging and sample collection to reduce the potential for cross
contamination between sample locations.
During the purging and sampling operations, the groundwater will be monitored for pH,
dissolved oxygen, specific conductance, temperature, turbidity, oxidation reduction potential
(ORP), colors, odors, and sheens (by observation), and ferrous iron for those monitoring wells
which have been selected for Monitoring Natural Attenuation (MNA) in accordance with the
RAPMOD. Monitoring of these parameters will provide an indication of stabilization of the
groundwater quality prior to sample collection. These parameters will be recorded on the
sampling log. Once the indicator values are stabilized and a sufficient volume purged from the
well, sample collection will begin.
After sample collection, the samples will be prepared, preserved as necessary, and shipped to
GCAL using industry standard chain-of-custody procedures.
Laboratory Analysis, Review, Database Update
Water quality analyses will be performed by GCAL in accordance with Chapter 62-160, FAC,
DEP-SOP-001/01, and the closure permit. GCAL is certified by the Florida Department of
Health Environmental Laboratory Certification Program (DoH ELCP). GCAL will perform
analyses as listed within the Okaloosa County closure permit and RAPMOD in standard turn-
around times (approximately two calendar weeks) and provide an electronic report and data
package deliverable to Trinity.
A Level II quality control data package will be included within the laboratory report for each
sampling event. Upon receipt of the laboratory report and data package, Trinity will perform a
quality assurance/quality control (QA/QC) review consisting of a detailed assessment of the
equipment and trip blanks, as well as the field duplicates in addition to the laboratory provided
case narratives and matrix spikes/matrix spike duplicates. Based on the review, Trinity will
determine the validity and usability of the data.
Reporting
Trinity will review the analytical data, and prepare tables, figures, and a written report for each
of the two semi-annual events conducted during 2015. The reports will include a section on
results of compliance monitoring and results of remedial action monitoring. Trinity will also
include a section in the reports addressing the operation and maintenance of the monitoring and

remediation system at Baker. In accordance with the RAPMOD, reports will include a discussion
of the effectiveness of monitored natural attenuation. Conclusions and recommendations will be
provided in each report regarding monitoring location compliance and the effectiveness of the
remediation system.
These tasks do not include responses to requests for additional information (RAI) that may arise
from the FDEP. RAI’s resulting from deficiencies in workmanship will be addressed by Trinity;
however, RAI’s unelated to work scope deficiency will result in additional fees as necessary.
These fees do not include any additional field activities such as installation of additional wells,
additional sampling, or the further laboratory analysis of data.
DELIVERABLES
The report for each sampling event will be submitted to the County in draft format. The draft
report will include a complete electronic copy of the report in pdf format with a separate copy of
the text in .doc format for tracked-changes review revisions and comments by the County.
Trinity will make appropriate revisions to the draft report based on County input and prepare the
final version for submission to the FDEP by the May 1 and November 1 deadlines.
The final deliverables to the County following each of the two sampling events will include the
