BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: September 3, 2013
TO: Honorable Chairman and Members of the Board
FROM: John Hofstad
SUBJECT: Contract Renewal, Kessler
DEPARTMENT: Public Works
BCC DISTRICT: ALL
STATEMENT OF ISSUE: The Public Works Department currently has a contract for
consulting services related to solid waste issues with Kessler Consulting, Incorporated (KCI)
which terminates on October 1, 2013. The contract can be extended for two additional one-year
terms and staff is requesting renewal of this contract for the period of October 1, 2013 to
September 30, 2014.
BACKGROUND: In 2009, the Board approved an agreement with KCI to perform selected
services related to solid waste. The original term of the contract was through September 2013
with two one-year renewals. KCI provided assistance in negotiating the current contracts with
Waste Management, Incorporated (WMI), helped with the implementation of the 1+1+1 Pilot
and subsequent analysis of WMI's proposals, and provided research and drafts associated with
the Board's decision to franchise commercial waste collection in 2016.
For 2014, staff budgeted for KCI to perform a Recyclables Composition Study, a Waste
Composition Study, and other technical services as needed in the amount of $40,000. The two
studies will be an integral part of preparing bid specs for 2015 when the County advertises for
Commercial and Residential collection and disposal.
A signed renewal form by KCI is attached. KCI is requesting minimal adjustments for
professional services in their proposed rate schedule but work will continue to be issued through
“not to exceed” task orders (shown in the aforementioned attachment).
OPTIONS: Approve/Disapprove renewal of Contract #C10-1781-PW with Kessler Consulting,
Incorporated for the period of October 1, 2013 to September 30, 2014.
RECOMMENDATIONS: Request Board approval of the contract renewal for Contract # C10-
1781-PW with Kessler Consulting, Incorporated for the period October 1, 2013 to September 30,
2014 and also approve the requested rate adjustment for the same period.
