PUBLIC WORKS - REQUEST FROM EMERALD COAST VOLLEYBALL CLUB FOR A
QUALIFIED BEACH VENDOR CERTIFICATE
Mr. John Hofstad, Public Works Director, stated Emerald Coast
Volleyball Club (ECVC) has requested a Qualified Beach Vendor
Certificate for calendar year 2013 to conduct classes at the
volleyball courts located at the Newman C. Brackin Park (The
Boardwalk). He pointed out Surfside Ventures is the lessee for
this park and has expressed several concerns regarding this
request from ECVC. Those concerns are: ECVC should contact the
lessee, vendors use of the facility has in the past required
joint approval (BCC and lessee), the lessee bears the burden of
ownership for the entire property and its facilities, fear this
will open the door for other beach vendor requests, asks who
receives the permit fees, and who will provide oversight of the
vendor. Previously, Mr. Hofstad explained the Qualified Beach
Vendor Certificates have been requested by wedding planners,
photographers, and chair/umbrella rental businesses.
As an alternative to use of the volleyball courts at The
Boardwalk, Mr. Hofstad stated a consideration for accomplishing
this new venture is use of the east end of Beasley Park in front
of the TDC Office. He noted staff has spoken with the applicant
about this alternative site. Mr. Hofstad also stated there is
suitable parking and available facilities.
Mr. Hofstad noted the applicant did prepare a PowerPoint
presentation consisting of 26 slides. He advised that staff
stands in support of the beach vendor certificate and of the
applicant developing volleyball courts at Beasley Park. Upon
inquiry by Mr. Amunds, Rick Owen of the County Administrator’s
Office stated he did not have an opportunity to review the
slides. Mr. Amunds explained Board policy is that any video
presentation must be submitted the Wednesday prior to the
regular meeting to give the staff an opportunity to review it.

Ms. Meagan Hopefl, ECVC, stated she and her fiancée Scott Allen
teach indoor and outdoor volleyball to children ages 8 to 18.
Their goal is to provide these students with scholarship
opportunities like those available in other parts of the
country. She noted that beach volleyball is a sanctioned sport.
Ms. Hopefl informed the Board that college volleyball
championships are held in Gulf Shores, Alabama.
Continuing, Ms. Hopefl stated they currently have more than 50
kids enrolled in the program. She briefly addressed the
concerns outlined by Surfside Ventures at Brackin Park. Ms.
Hopefl said it appears the best option is to use a portion of
the Beasley Park property for the outdoor volleyball classes.
Mr. Harris said he understands five of the volleyball courts at
Brackin Park were installed by ECVC and asked Mr. Dowd if there
is any problem with ECVC removing those courts and moving them
to Beasley Park. Mr. Dowd replied if it is ECVC property, he
sees no problem with them relocating the courts.
Mr. Harris made motion, seconded by Mr. Windes, to approve the
request for a Qualified Beach Vendor Certificate for Emerald
Coast Volleyball Club and for ECVC to set up their five courts
at Beasley Park.
Mr. Parisot pointed out multiple volleyball tournaments are held
at The Boardwalk and questioned removal of the courts. He noted
that tournaments put “heads in beds.” Mr. Harris responded some
of the courts are the property of ECVC. Mr. Parisot questioned
Mr. Dowd about it being a fixture of the park. Mr. Dowd said it
is a fixture but they are wooden posts about five feet in the
ground. Mr. Parisot asked if there was a provision for the
courts to remain when they were installed.
Mr. Amunds said perhaps dialogue could be opened with management
of The Boardwalk and instead of removing the courts now at that
location, The Boardwalk could purchase replacements for ECVC to
install at Beasley Park. Mr. Harris pointed out there is a
motion and second on the floor for a proposed action. Mr.
Amunds commented that he opened the floor for discussion and
wants to make it clear that he wants to talk about this. He was
hoping for a spirit of cooperation between the park lessee and
ECVC. Mr. Hofstad stated he can talk with management of The
Boardwalk if the Board directs him to do so. Mr. Harris stated
his motion stands. Mr. Windes confirmed his second. Mr. Boyles

want to work something out. 5 yeas.
PUBLIC HEARING - ZONING REGULATIONS FOR PRIVATE AIRPORTS AND
RESIDENTIAL AIRPARKS (9:00 A.M.)
Mr. Stanford read the advertised legal notice for public hearing
to consider a request made by the Growth Management Department
for changes to the Land Development Code (LDC) to revise
Chapter 2 Zoning Regulations, Section 2.20.06 “Private Airports;
Residential Airparks.” This is the second and final hearing.
The first hearing was held on July 2, 2013 at 6:30 p.m. in
Crestview.
Mr. Elliot Kampert, Growth Management Director, stated he will
first review the staff report and then comment on the proposed
changes to the ordinance. He said because of increased
operation of helicopter sightseeing businesses in the county and
aircraft congestion in general, staff was asked by the Board to
investigate the regulation of aircraft-related businesses and
private airports. The Department coordinated with the Airports
