RESOLUTION 2011 -10 A RESOLUTION OF THE CITY OF FORT WALTON BEACH, FLORIDA, CERTIFYING THAT THE CITY MEETS THE FISCAL HARDSHIP CRITERIA OF SECTION 218. 075 FLORIDA STATUTES, AND QUALIFIES FOR A REDUCTION OR WAIVER OF PERMIT PROCESSING FEES FOR THE FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION ( FDEP) AND /OR THE NORTHWEST FLORIDA WATER MANAGEMENT DISTRICT (NWFWMD) FOR 2010/ 2011. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WALTON BEACH, FLORIDA AS FOLLOWS: Section 1. Authority & Intent Pursuant to section 218. 075, Florida Statutes, the City may qualify for a reduction or waiver of permit processing fees payable to the Florida Department of Environmental Protection or the Northwest Florida Water Management District. To qualify for the reduction or waiver of permit processing fees for the 2010 -11 fiscal year, the City must certify that the cost of the permit processing fee is a fiscal hardship due to one of the enumerated factors in section 218. 075, Florida Statutes. Section 2. Certification The cost of permit processing fees is a fiscal hardship for the City pursuant to section 218. 075( 2), Florida Statutes Section 218. 075( 2), Florida Statutes, specifies that a fiscal hardship may be proven if the " percentage of assessed property value that is exempt from ad valorem taxation is higher than the statewide average for the current fiscal year." The City certifies that the cost of permit processing fees is a fiscal hardship because the percentage of assessed property value that is exempt from ad valorem taxation is higher than the statewide average for the current fiscal year. The facts that support that conclusion are that according to data from the Florida Department of Revenue, Office of Property Tax Oversight (Jan 2011): a. The total assessed value of ad valorem property statewide was $ 1, 781, 700, 000 X1, 000). b. Of the above amount, exempt properties including homestead exemptions and those classified as " other ", is $436, 610,000 ( x1, 000). c. Therefore, from the above data, the percentage of assessed property that is exempt statewide is 24. 51 %. d. The City of Fort Walton Beach had a total assessed value of ad valorem property in 2010 of $1, 679, 673 ( x1, 000). e. In 2010, the City' s total amount of exempt ad valorem properties was 469, 933, 333. f. The percentage of exempt properties in the City of Fort Walton Beach was 28. 00 %. g. Fort Walton Beach' s 28. 00% of exempt properties exceeds the statewide average of 24. 51% and therefore the City is eligible for a fiscal hardship exemption under Criteria 2 above. Section 3. Scope of Work Introduction The City is considering implementing a system-wide sanitary sewer evaluation study (SSES) and rehabilitation program to identify and reduce infiltration and inflow (I/ I) into their sewer collection system. Prior to implementing a system-wide comprehensive I/ I program, the City desires to conduct a pilot-level study to evaluate the effectiveness at identifying and reducing I/ I. The City has selected two sanitary sewer collection basins to conduct this pilot study, Lift Station 5 sewer collection basin and Lift Stations 10 & 11 sewer collection basin. Scope of Services CH2M HILL will assist the City with implementing a pilot study for the City' s sewer system by performing a SSES on the selected basins. The scope of services will include performing field services, evaluating results of the collected field data, and developing recommendations for addressing system deficiencies. This study will assist the City in determining the viability of conducting a system-wide sanitary sewer evaluation program and removal of excessive wet-weather induced I/ 1. The scope of services will consist of four main tasks. Task 1 - Project Development and Kick-off Task 2- Field Inspection Services Task 3 - Field Data Analysis and Model Task 4- SSES Report PNSITASK ORDER 2- SSES PILOT STUDY FINAL. DOCX 1 A detailed description of each task is provided below. Task 1 — Project Development, Management and Kick-off Subtask 1. 1 — Project Planning and Progress Reports CH2M HILL will prepare a detailed work plan for the study effort. The detailed work plan and schedule will be presented to the City at the Project Chartering Workshop and will form the basis for project delivery. The work plan and schedule will be updated as needed to reflect changes in scope or schedule. This subtask also includes preparation of monthly progress summary for submission to the City and coordination of project activities. Subtask 1. 2— Chartering Workshop (Workshop# 1) A project chartering workshop will be held between the City and CH2M HILL. The purpose of this workshop will be to confirm the City' s goals and objectives for the project, identify roles and responsibilities and communication protocols for project team members, and discuss the overall project work plan and schedule. Up to three CH2M HILL staff will attend Workshop # 1 with remaining team members participating via conference call. At the Chartering Workshop, CH2M HILL and the City will conduct a site visit at the selected basins and review components of the field and desktop evaluations. Deliverables: Two (2) hard copies of work plan and schedule Workshop agenda (electronic delivery) Meeting summary of Project Chartering Workshop ( electronic delivery) Task 2 —Field Inspection Services The purpose of this task is to develop the framework for the SSES field study, develop and provide field inspection forms and assist/ train the City staff in conducting the field work, reconnaissance, and data collection for the study. Subtask 2. 1 — Field Inspection and Data Management Plan CH2M HILL will develop of a field inspection and data management plan for use on this project. The plan will be designed to identify and catalog potential causes of I/ I into the sewer collection system. The field inspection services will be conducted utilizing a series of study components divided into two phases to provide preliminary, cost- efficient data results on initial causes and then obtain additional data on areas identified for further study. Details about the components of the field inspection phases are summarized below. Phase I Field Inspection Components Phase I inspections involve low cost procedures to gather initial data about potential causes or sources of I/ I. Upon the conclusion of Phase I inspections, CH2M HILL will prepare a technical memorandum summarizing the results and providing a recommendation for which areas/ line segments need additional inspection. CH2M HILL' s PM will meet with the City to review the TM and confirm the Phase II Field Inspection Plan. PNSITASK ORDER 2- SSES PILOT STUDY FINAL. DOCX 2 Smoke Testing The smoke testing program will force non-toxic smoke into the sewer pipes with a high- volume mechanical blower and observe the areas from which the smoke appears. While the blower is running, CH2M HILL will travel throughout the area documenting, photographing, and getting physical measurements of the observed defects in a line segment-by- segment process. The white smoke should appear from sources of private- sector inflow (i.e. downspouts and area or yard drains on the roofs of buildings) and public- sector inflow (i.e. defects in the collection system such as directly and indirectly connected storm sewer inlets and vented manhole covers that are subject to ponding). Public notices will be prepared by CH2M HILL to inform the area residents of the smoke testing activities. Individual notices will be delivered by the City to businesses and institutions. Residential notification will be performed by the City through direct mailings and media releases. In addition, additional notifications such as newspaper notices and use of the City' s website to keep residents informed of the smoke testing activities are recommended. Observed sources of I/ I for both public- and private-sectors will be recorded on field inspection forms and then compiled in an Access database which could then be migrated by the City into the City' s Geographic Information System( GIS) once it is developed. This task order is based on 35, 000 linear feet of sewer lines being tested. Manhole Inspection with Visual Pipe Lamping Visible manholes within the selected basins will be inspected from the street surface. Non- visible manholes will not noted on the field forms and provided to the City for further investigation and location. Each manhole will be inspected to document the condition of the manhole casting, barrel sections, base, and pipe connections. Manhole center invert elevations will also be measured in each manhole. For manholes with multiple pipes entering or where there is an apparent elevation difference between incoming and outgoing pipes, a measurement from the rim to the pipe invert will be made without entering the manhole unless it is felt that such measurement would be inaccurate due to angling of the level rod or other reason. Selected internal measurements will be performed if necessary to obtain an accurate invert elevation or pipe diameter. A digital photograph of the lid and interior of the structure will be taken. In addition, a pole-mounted camera/ recorder, similar to a QuickView®manufactured by Envirosight®,will be utilized to take pictures and record views from the manhole of the connecting pipes. All observations of manhole condition and leakage will be recorded on field inspection forms and then compiled in an Access database which could then be migrated by the City into the City' s Geographic Information System GIS) once it is developed. This task order is based on 150 manholes being inspected. Flow Monitoring Flow monitors will be installed and monitored at key locations identified by CH2M HILL and City staff. Flow monitoring duration will depend on rain events, but is anticipated to be conducted over a 60- day period to establish sufficient data. Monitoring period will need to capture at least six ( 6) rain events with at least 6- inch of total rainfall and at least one rain event approaching a one-year typical event. Weekly field checks and data downloads will be performed during the
