CITY OF FORT WALTON BEACH
MEMORANDUM
To: Robert Mearns, Acting City Manager
From: Sam Wilson, Stormwater Superintendent
Through: John Hofstad, Utility Services Director
Date: February 26, 2009
Subject: Santa Rosa Sound Ecosystem Project Update
Back=
Liza Jackson Park is a waterfront park located in the southern portion of the City of Fort Walton
Beach, with shoreline area extending 1, 023 feet along Santa Rosa Sound. The park is City -owned
and its stormwater runoff basin drains 63 acres that encompasses commercial, residential, and park
areas. On the eastern perimeter of the park, a large stormwater outfall feeds directly into the surface
waters of the Sound.
Stormwater runoff has long been recognized for its potential to pose a significant problem, one that
results in elevated bacteria levels and the likelihood for increased illness rates among swimmers.
Currently, the Florida Department of Health conducts monitoring which determines beach closures
and advisories due to high bacteria counts. As a result of this testing, Liza Jackson Park has been
posted on numerous occasions to notify swimmers of the high bacteria counts. The National
Resource Defense Council notes that the major source of the bacteria found in Okaloosa County
waters could be attributed to stormwater runoff. Therefore, the Choctawhatchee Basin Alliance
CBA) proposed a project that will provide stormwater treatment for the eastern canal at Liza
Jackson Park. Stormwater treatment at this location will have a positive effect on water quality in the
Sound.
Discussion:
During the proposed project, the Liza Jackson Park east stormwater outfall canal, which had been
channelized to form a straight path to the sound, will be altered to form a meandering stream. This
will return the canal to a more natural setting and will reduce the velocity of the runoff, thus
reducing the sediment and nutrient load in the stormwater. This improvement in surface water
management is intended to accomplish the objective of reduced bacterial pollution in the Sound and
will potentially reduce or eliminate beach closures at the park's swimming area.
The project will be completed in phases. In the first phase, the project will conduct a volunteer trash
clean up and education day invoking local school children. In the second phase, the CBA and City
Staff will collaborate with the University of Florida ( LM Sea Grant Extension Office to mobilize
volunteers to remove invasive /exotic vegetation. In the third phase, the stream will be manipulated
to form a meandering pattern, and the banks of the meandering stream will be planted with native
vegetation by volunteers. After the completion of the restoration, a kiosk will be constructed at the
park to describe the project and its importance to Santa Rosa Sound and the Gulf of Mexico.
Bacteria samples will be collected by the CBA before, during and after completion of the project in
order to track the loading reduction.
To date, CBA has requested and received $ 199,000 from the Northwest Florida Water Management
District to accomplish construction of the stream bank restoration project A fimding request to the
