SUBJECT: Approval to Advertise RFP for General Engineering Services for the
Airports
DEPARTMENT: Airport

STATEMENT OF ISSUE: The Board of County Commissioners is requested to approve the
request to advertise a request for proposals / statement of qualifications for aviation engineering
consulting, architectural, engineering, aviation planning and construction services. Current
contracts for two general consulting and engineering services have expired. Additionally, the
Board is requested to approve appointment of the following review committee members:
Mr. Timothy Gunnison, Chief Airfield Manager, EAFB; Mr. Jamie Robertson, Facility Manager,
L-3 Crestview Aerospace; Mrs. Brenda Bailey, Contracts and Grants Manager, Okaloosa
County; Mr. Tracy Stage, Airports Deputy Director, Okaloosa County; Mr. Jack Allen,
Purchasing Services Manager, Okaloosa County.
BACKGROUND: The Airports Department would like to enter into contracts with two
qualifying firms at the end of the process for a total of five engineering firms on staggered
contracts. The contract term for each firm is three years and each contract has two, one year
options to renew. Contract award requests will be brought to the Board for approval.
OPTIONS: Approve, Reject or Table
RECOMMENDATIONS: Staff recommends approving the request to advertise the Request
for Proposals and the appointment of the review committee members.
