SUBJECT: Bob Sikes Airport - Award of West Hangar Area Public Parking and ECA
Terminal Development Project

STATEMENT OF ISSUE: The Board of County Commissioners is requested to award the
construction contract with Birkshire Johnstone, LLC to construct the West Hangar Area Public
Parking and Emerald Coast Aviation Terminal Development project at Bob Sikes Airport. This
award shall be for $580,269.93.
BACKGROUND: Bids were received for the West Hangar Area Public Parking and Emerald
Coast Aviation Terminal Development project on April 30, 2013. The project includes Schedule
A ($550,269.93) and Schedule B ($30,000) as identified in the Contract Documents and
generally consists of a 65-space asphalt parking lot, concrete sidewalks, parking lot lighting,
drainage and utility improvements. This agenda item authorizes the award of the construction
contract to Birkshire Johnstone, LLC for $580,269.93 in accordance with the contract
documents. Schedule B comprises the site development work to support the Emerald Coast
Aviation Terminal. Pursuant to the approved Project Execution Plan, Emerald Coast Aviation is
solely responsible for the costs associated with Schedule B. Funding will be provided as follows:
FDOT 80% local match 20%.
OPTIONS: Approve, Reject or Table
RECOMMENDATIONS: Approve award of construction contract and authorize Chairman's
signature on the subsequent contract with Birkshire Johnstone, LLC for $580,269.93.
