COUNil BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: April 21, 2026
TO: Honorable Chairman and Distinguished Members of the Board
FROM: Craig Coffey
SUBJECT: Consider adoption of a Resolution approving a Property Exchange
Agreement with the City of FWB
DEPARTMENT: County Administrator
BCC DISTRICT: All
STATEMENT OF ISSUE: The City has talked with the County about the potential acquisition
of some or all of the hospital property for several years. Likewise, the County has eyed some of
the property at the Rigdon Center area to add amenities that would complement and enhance the
Rigdon Center. Up until now the situational conditions have not been right to make such an
exchange due to the tenancy of the Council on Aging (COA) at the former hospital. The COA
has since relocated all their operations. A Resolution is proposed for your consideration for the
approval of the Property Exchange Agreement per FS Chapter 125. 37.
BACKGROUND: The City' s property is located off Lewis Turner Boulevard, near the south
County courthouse facility( fairgrounds, ballfields, fire training center, etc.). The County would
be purchasing approximately 1. 7 acres. The property is east of the auxiliary entrance across
from the farmer' s market. It is boarded by the large asphalt pad to the north and Lewis Turner to
the South, the secondary entrance to the west and the fire station property to the east. The
property has a carport and pavilion with trees on the north side near the asphalt pad.
The County' s property is an eastern portion of the full block of the County' s property consisting
of about 2. 4 acres. The Property fronts on Iowa Street NE, between Staff Drive NE and Hospital
Drive NE and is the current home of the Council on Aging/Elderly Services. The Property has a
large structure on it( former Hospital) and additionally serves as a transit hub bus stop. You may
recall early this year, the COA was able to relocate their meals- on-wheels kitchen to the First
Methodist Church in Fort Walton Beach. Additionally, several Commission meetings ago, the
County entered into a lease with COA/ Elder Services to move their main offices to the County' s
former State Attorney' s Building here in Shalimar. That move has just occurred.
The Property exchange agreement provides for the equal swap of the properties. Both properties
are very close in per acre value based on the City' s 2023 appraisals. While the County' s property
is slightly larger, the City will have to deal with the removal of the building, to include
potentially asbestos abatement. These additional issues will offset any difference in overall
value. The County just went through this abatement and demolition process for the other half of
the former hospital building and cost wise it came in close to the difference amount of the
properties. Additionally, the County has requested up to 6 months to relocate the transit hub over
to the property the County is keeping or elsewhere, and up to 12 months to build new parking,
stormwater, and landscaping where the former hospital building was demolished. This will
allow the County to relocate the Health Department parking from the site the County' s is
exchanging with the City.
The County site is in the City' s CRA and will likely be part of the City' s redevelopment plans
for the Midtown area of Ft. Walton Beach. It is hoped the City' s site coming to the County could
be used for parking, stormwater, and a sizeable pickleball complex capable of supporting large
pickleball tournaments as well as serve as a recreational amenity for the community. There are
not any ongoing deed restrictions proposed for either property to offer maximum flexibility to
both government entities.
At this meeting the Board is asked to adopt the Resolution thereby approving the Property
Exchange Agreement. The Board was able to review both the Resolution and Property
Exchange Agreement at the March 2451 meeting. This is believed to be the first time the County
has utilized the Property Exchange Agreement and pursuant to section 125. 37, Florida Statutes.
Per the Statue, the County is authorized to exchange surplus real property for another parcel of
real property, provided that the Board has published a notice, setting forth the terms and
conditions of the exchange, for at least two weeks in a newspaper of general circulation, before
adoption of a Resolution authorizing the exchange of properties. County staff has completed the
required published notices to permit the exchange which are included in Attachment A of the
Resolution.
Likewise, the City has its own processes it has to follow. As required, the City has declared the
property surplus and waited the minimum 30 day period. The City is anticipated to take up any

final action on April 28th ( after the County on April We have requested that a City
representative( s) attend our meeting and the County would likewise attend their meeting.
Both the City and County attorneys have reviewed the property exchange agreement. Since
these are not platted lots of recorded or previously surveyed parcels ( in this form) both parcels
will have to undergo a survey and have a legal description created prior to closing. The
agreement provides for staff from both the City and County to
