Manager 97 Council Meeting, June 22, 2010 Fort Walte n Beach EAR- Based Ain.e.ri.dments to the Comprehensive Plan. Scope of Services The Gail Easley Company P. O. Box 2137 Crystal River, FL 34423 The City of Fort Walton Beach ( City) prepared and adopted an Evaluation and Appraisal Report ( EAR) to evaluate successes and shortcomings of its Comprehensive Plan ( Plan). Subsequently, the City prepared and submitted to the Department of Community Affairs ( DCA) a proposed amendment to the Plan to implement recommendations of the EAR. DCA received this amendment January 29, 2010, and assigned DCA Number 10- 1ER. Following a review of the proposed amendment, DCA prepared an Objections, Recommendations and Comments ( ORC) Report. This ORC Report, dated April 4, 2010, was sent to the City. The City is now in the process of considering revisions to proposed amendment 10- 1ER to address objections in the ORC. Since the initial preparation of EAR recommendations and preparation of associated amendments to the Plan to implement these EAR recommendations, the City has determined that significant changes should be made to the structure and detail of proposed amendment 10- 1ER. The framework for land use categories in proposed amendment 10- 1ER is complex; the City has determined that the required districts and associated development standards would be even more zoning complex. The proposed amendment 10- 1ER reflects an approach with many overlapping layers of regulation, an approach that the City wishes to reconsider. In order to move expeditiously to revise the proposed amendment 10- 1ER, the City wishes to engage the services of a professional planner to supplement the work of the planning staff. V. Gail Easley, FAICP, a professional planner with over 30 years experience, has prepared dozens of EARS and EAR-based amendments, provided training on the preparation of EARs and EAR-based amendments to dozens of local governments throughout Florida, and was primary author of the guidebook provided by DCA to assist local governments in this process.
