Through: Michael D. Beedie, P. E., Engineering & Utility Services Director
Date: June 14, 2010
Subject: Material Unit Price Bids for FY 2009 -10 World Changers
1. BACKGROUND:
1. 1. For eight of the last nine years, the City of Fort Walton Beach has supported World
Changers, a North American Mission Board outreach program, by supplying the
materials necessary to paint and re -roof homes of low- to moderate -income individuals
throughout the City. This program is locally by the Choctaw Baptist
sponsored
Association, Okaloosa Community Development Corporation ( OCDC), and the City of
Fort Walton Beach' s Community Development Block Grant. In 2010, the program is
expected to roof and /or paint approximately 19 homes within the City.
1. 2. The dates of this year' s World Changers program will be July 12 -17, 2010, during
which over 225 high school and middle school students from all over the United States
will participate in the program. The students are divided into 15- person crews, with
onsite supervisors and a construction foreman.
1. 3. Upon receipt of applications, City staff visits each site to properly qualify each of the
applicants. This task has been completed. City staff also assists in the coordination and
monitoring of each project throughout the process.
2. DISCUSSION:
2. 1. Each year, the City' s Purchasing Division receives unit price bids for the materials
required for the World Changers projects. Several weeks prior to the program starting,
the City will notify the lowest, responsive responsible bidder of the quantities of
material required and schedule for delivery. It is expected that the materials will be
delivered to each project site during the dates of July 7 -10, 2010.
2. 2. The lowest, responsive responsible bidders were Lowes Home Center, and The Home
Depot. Bids were also received from Crestview Wholesale, and Gatlin Lumber.
2. 3. For FY 2009 -10, the World Changers program was allotted a total of $45, 000 with
35, 000 budgeted from CDBG funds and $ 10, 000 donated from OCDC. The cost of
31 Council Meeting, June 22, 2010
materials to roof and /or paint the 19 homes will not exceed the $ 45, 000 that is budgeted
in FY 2009- 10. Any remaining funds will be reallocated through the Annual Action
Plan process for the CDBG program.
3. FINANCIAL INFORMATION:
3. 1. In the City' s FY 2009 -10 CDBG budget, a total of $35, 000 is allotted through the
Annual . Action Plan for the World Changers program. An additional $ 10, 000 was
donated to the program by OCDC to bring the total amount available to $ 45, 000. The
total annual CDBG entitlement for FY 2009 -10 for the City through the U.S.
Department of Housing and Urban Development ( HUD) is $ 142, 212.
3. 2. It is anticipated that the cost of the materials required to roof and /or paint the 19 homes
for the World Changers program in FY 2009 -10 will not exceed the budgeted amount.
3. 3. The available $ 45, 000 provided by the City' s CDBG program resides in Account
Number 107- 1930 -554 -4650.
4. RECOMMENDATION:
4. 1. Staff requests City Council authorization for to acquire the materials to roof and /or
paint a total of 19 homes for the World Changers program as part of the Community
Block Development Grant program' s FY 2009 -10 Annual Action Plan from the two
lowest, responsive responsible bidders, Lowe' s Home Center and The Home Depot, in
