27 Council Meeting, June 22, 2010
Attachment A —Scope of Services
Fort Walton Beach PS 1 and Force Main
Evaluation and Engineering Report
June 14, 2010
Ft. Walton Beach desires to implement improvements related to the City' s existing PS 1
lift station and the discharge force main from PS 1 to the new County force main south of
the Ft. Walton Beach Treatment Plant. It is anticipated that this scope of services will
initially include the evaluation of PS 1 and the 7 mile long 30 -inch prestressed concrete
cylinder pipe ( PCCP) force main. Following the issuance of a design report justifying
selected alternatives, design of a replacement force main and associated lift station
improvements will likely be required. Both the force main and pump station are believed
to have experienced significant deterioration due to acid degradation of concrete
structures. Neither the force main or pump station have a protective lining and existing
facilities outside the pump station have been replaced due to acid attack and resulting
damage to the concrete structures. Additionally, the force main does not have working
air release valves. This condition is believed to dramatically increase the probability of
significant localized corrosion of the pipeline at numerous locations along the 7 -mile
length. Hatch Mott MacDonald ( HMM) proposes to perform the tasks below for this
project for the Evaluation and Engineering Report as described herein. Subsequent Tasks
shall be authorized after preliminary data is evaluated and the City has selected its
preferred alternatives and appropriate fees may be determined.
Evaluation and Engineering Report
Data Collection: F1MM will collect and review available data from City staff and County
GIS. It is anticipated that this will consist of utility atlases, as- builts /laying schedule for
the existing force main, lift station as- builts, lift station flow data and pump run -times and
lift station maintenance records. HMM will also conduct a site visit to the lift station to
gather additional information on existing conditions including mechanical and structural
integrity. HMM will attempt to visually observe the interior of the wetwell by looking
through the access hatch with a flashlight. HMM staff will not enter the confined space
at this time. It is hoped that some level of understanding regarding the condition of the
wetwell may be ascertained. This information will be utilized to define and facilitate the
evaluation and preliminary design of the proposed facilities.
Force Main Integrity Evaluation: Prior to preparing route or force main alternatives, it
will be necessary to determine to what extent the existing force main may be utilized. It is
anticipated that upon review of the available as- builts /laying schedule information,
specific areas of concern ( with high potential for corrosion) will be identified along the
existing force main. At this point, depending on the extent and location of the areas of
concern, integrity testing or other investigations /corrective actions may be appropriate.
HMM, in coordination with City staff, will identify the appropriate investigations /testing
and/ or actions to be undertaken and if City staff concur, will perform or assist with this

additional effort. It is anticipated that this will be under separate authorization or via a
procurement bid if deemed necessary to support completion of the preliminary design.
Hydraulic Analysis/ Evaluation: HMM will review the available data and recommend
sizing of the major project components including the diameter of the proposed force main
and any changes to PS -1 pumping capacity. Additionally, proposed improvements to PS
1 will be identified. It is anticipated that these improvements may include screening /grit
collection, odor control and wetwell coatings. The sizing of project components will, if
possible and in part, be based on reusing a portion of the existing 30 -inch PCCP force
main. HMM will coordinate with the City to define pipe material, class, valve types, air
release valve criteria, specifics of the horizontal directional drill and PS -1 mechanical
preferences.
Route Evaluation: HMM will review the conceptually defined force main route to
determine the feasibility of the proposed route and identify any improvements to the
route to minimize impacts on area residents and businesses, minimize traffic impacts,
avoid conflicts with major known utilities and provide the most cost effective, feasible
route. It is anticipated that the route for the horizontal directional drill of Cinco Bayou
will follow existing City easements utilized for an existing water main and that the route
within the golf course property will be within an existing easement. It is assumed that the
remainder of the route will be within public right of way. The final potential alternatives
will be updated in the hydraulic model and final hydraulic conditions will be determined.
PS -1 Evaluation: HMM will evaluate the feasibility of modifying PS -1 to accommodate
new pumping requirements. The condition of the structure will be considered for all
facility modifications and new facilities will be compared to rehabilitated facilities to
determine the most cost
