SOUND SIDE INTERLOCAL AGREEMENT
Consideration of the Sound Side Interlocal Agreement.
Mr. Beedie reported that on March 23, 2010,
the City Council adopted Res. 2010 -12 which
pledged up to $ 2, 500,000 in CRA fund balance for infrastructure and other qualifying costs for
the Sound Side Affordable Housing development along Carson Drive SE and Third Street. A
draft Interlocal Agreement was developed among the parties involved, including the City, the
CRA, the Housing Authority,
and Sound Side Apartments LLC and submitted to the Housing
Authority attorneys for review and possible revisions. Mr. Beedie continued the issue of how the
funding for the infrastructure will be distributed remains an unresolved item, but the remaining
funding remains unaffected. Mr. Beedie advised the CRA Board reviewed the Interlocal
Agreement at their June 3 meeting and voted on its approval, contingent on resolving the
funding agreement issue.
The Mayor asked for public input. There was none.
Mr. Holmes moved to approve the Interlocal Agreement contingent upon resolution of the
HUD funding issues. Mr. Minich seconded motion and it carried unanimously with
Holmes, gossom, Reeves, Minich, Nabors, Patterson, and Rynearson in favor.
The City Attorney advised the agreement should not be signed until the HUD funding issues are
resolved.
CITY MANAGER REPORTS
The City Manager updated Council on the City's response to the oil spill, advising that as of this
date there has not been a lot of residue washing ashore. The City Manager discussed the
City's efforts to defend environmentally sensitive areas with a fiber that will absorb petroleum
and allow water to pass through it, and this fiber will be placed at certain locations including Liza
Jackson Park, sensitive areas around the bay, and at Lake Earl.
The City Manager stated at
this time it is a `wait and see' game, that the Island has only minimal impacts, but it is difficult to
know what will occur due to changes in weather and other unknowns.

MAYOR/ COUNCIL COMMENTS
Ms. gossom questioned whether the budget policy issues needed to be revisited and whether
Staff received adequate guidance from Council. The City Manager advised Staff is preparing
for a budget policy meeting on June 29.
Council remarked on the lengthy budget policy meeting of last week and that efficiency can be
lost, and suggested that meetings not go beyond two hours in length and to hold additional
meetings if needed. The City Manager advised that Staff is working on a revised budget and
will present the information to him on Friday, and he will have a better feel on matters at that
time.
Mr. Reeves stated he had an enjoyable time at the Billy Bowlegs Parade.
Mr. Patterson stated he enjoyed the parade as well. Mr. Patterson distributed his resignation
letter from the City Council effective June 14, 2010 to concentrate on his campaign for sheriff,
and stated he enjoyed working with the Council and serving the citizens of the City.
Discussion ensued on the schedule to fill Mr. Patterson' s seat. The Mayor advised nominations
will be made at the meetings of June 22 and August 10, since there are no meetings in July,
and the appointment will be made at the meeting of August 24.
The Mayor announced he attended the Memorial Day Service at Beal Cemetery and it was a
very moving ceremony; he attended a meeting with Senator Gaetz and Representative Gaetz
and that they discussed issues such as volunteers to watch the coastline and to protect the
booms; he attended a meeting of the EDC Roundtable; and thanked the City's
Recreational /Cultural Services Division and the Police Department for their assistance with the

CITY OF FORT WALTON BEACH
MEMORANDUM
To: Robert T. Mearns, City Manager
From: Michael D. Beedie, P. E., Engineering & Utility Services Director
Date: June 14, 2010
Subject: General Consulting Task Order for Pump Station No. 1 Force Main Preliminary
Assessment & Design
1. BACKGROUND:
1. 1 On January 12, 2010, City Council awarded General Consulting Contracts to three
consulting firms: Hatch Mott MacDonald, CH2M Hill, and Goodwyn, Mills and Cawood,
Inc.
1. 2 In Section 287. 055( 2)( g) of the Florida Statutes, a continuing contract is defined as " a
contract for professional services entered into accordance with all the procedures of this
act ( Consultants'Competitive Negotiations Act) between an agency and a firm whereby
the firm provides professional services to the agency for projects in which the estimated
construction cost of each individual project under the contract does not exceed $ 2
million, for study activity if the fee for professional services for each individual study
under the contract does not exceed $ 200, 000, or for work of a specified nature as outlined
in the contract required by the agency, with the contract being for a fixed term or with no
time limitation except that the contract must provide a termination clause. Firms
providing professional services under continuing contracts shall not be required to bid
against one another ".
1. 3 The City' s Pump Station No. 1 located on Robinwood Drive SW receives all of the
sanitary sewage generated in the City with the exception of the Kenwood area and
previously transported the sewage influent to the City' s treatment facility located on
Percy Coleman Road and now transports the raw wastewater to Okaloosa County' s new
Arbennie Pritchett Water Reclamation Facility. This is the City' s main sewage pump
station and is capable of receiving and transporting up to 10 million gallons per day of
sewage influent.
1. 4 The raw wastewater is pumped approximately seven ( 7) miles from Pump Station No. 1
through a 30" prestressed concrete ( PCCP) force main to the interconnect with the
County' s influent force main north of Lewis Turner Boulevard on Roberts Road. The
existing 30" force main was constructed in 1979 -80 and is approaching the end of its
useful life,
23 Council Meeting, June 22, 2010
5 Also, the Florida Department of Transportation ( FDOT) is currently in the design phase
of replacing the existing Gap Creek Bridge on Beal Parkway ( State Road 189) north of
Mary Esther Cutoff. This project is scheduled for construction in FY 2013- 14 and will
require the relocation of the City' s 30" PCCP force main in the vicinity of the existing
bridge. The existing pipe becomes aerial in between the existing northbound and
southbound bridge spans.
2. DISCUSSION:
2. 1 The City contacted Hatch Mott MacDonald ( HMM) to provide a budget, scope, and
schedule to per form
- an assessment of the existing 30" PCCP force main and preliminary
design of a new force main from Pump Station No. 1. The entire project to evaluate the
existing force main, perform a preliminary design of a new force main, and construct the
new force main will be accomplished in phases since each task is dependent on the
findings of the prior task. The scope of work for the first phase — Evaluation &
Engineering Report, along with the budget for each task, includes the following tasks:
2. 1. 1 Task I -- Data Collection ( Not to exceed $ 7, 500): HMM will collect and review
available data from City staff, conduct a site visit of Pump Station No. 1 to
inspect the mechanical and structural integrity of the facility, and will visually
inspect the interior of the wet well.
2. 1. 2 Task II —Force Main Integrity Evaluation ( Not to Exceed $ 12, 500): HMM will
determine to what extent the existing force main may be utilized. Specific areas of
concern with high potential for corrosion will be identified along the existing
force main route. Appropriate investigations / testing methods will be determined
and recommendations will be developed for structural testing of the existing pipe.
If it is determined that the existing force main can be utilized, the actual structural
integrity testing would be a separate Task Order.
2. 1. 3 Task III —Hydraulic Analysis / Evaluation ( Not to Exceed $ 13, 500): HMM will
evaluate the available data and recommend sizing of the major project
components, including the diameter of the proposed force main and any changes
to the Pump Station No. 1 pumping capacity. Other improvements that will be
evaluation include screening / grit control, odor control, and wet well lining.
2. 1. 4 Task IV — Route Evaluation ( Not to Exceed $ 19, 500): HMM will determine the
feasibility of the conceptual route of the new force main and identify any
improvements to the route to minimize impacts on area residents and businesses,
minimize traffic impacts, avoid conflicts with known utilities, and provide the
most cost effective, feasible route.
2. 1. 5 Task V — Pump Station No. 1 Evaluation ( Not to Exceed $ 30, 000): HMM will
evaluate the feasibility of modifying Pump Station No. 1 to accommodate new
pumping requirements
2. 1. 6 Task V][ —Report ( Not to Exceed $ 11, 000): HMM will develop a preliminary
design report summarizing the items completed in Tasks I —V. The report will be
