Through: Samantha D. Abell, Planning Manager
Through: Michael D. Beedie, P. E., Engineering and Utility Services Director
Date: April 29, 2010
Subject: Resolution 2010 -2 — Authorization to Resubmit Projects for Transportation
Enhancement Program Funding
1. BACKGROUND:
1. l. The purpose of the Transportation Enhancement Program is to strengthen the cultural,
aesthetic, and environmental aspects of the Nation' s intermodal transportation system.
1. 2. On April 28, 2009, City Council approved Resolution 2009 -10, supporting the
resubmittal of Transportation Enhancement Projects ( TEP) originally submitted on May
9, 1995 by Resolution 95 -10. The City currently has two projects on the project priority
list that have remained unfunded. The projects are currently ranked first and third on the
Okaloosa -Walton Transportation Planning Organization (TPO) Project Priority List.
1. 3. Transportation Enhancement Projects are required to be submitted, along with a
supporting resolution, each year to remain on the priority list for funding.
2. DISCUSSION:
2. 1. In order to continue to request funding for the two projects, the City Council is required
to authorize the resubmittal of the applications via approval of the supporting Resolution
2010 -2. The two projects, which have been on the priority list since 1995, are:
2. 1. 1. Improve crosswalk facilities at the intersection of Mooney Road and Lewis
Turner Boulevard to include pedestrian- activated signals. and striping at all three
crossings.
2. 1. 2. Complete the construction of new sidewalk along Wright Parkway to fill in the
gaps to include approximately 3, 450 linear feet of sidewalk on Wright Parkway
from Mary Esther Cutoff NW to Miracle Strip Parkway SW.
12_
2. 2. Upon approval of Resolution 2010 -2, the applications and supporting resolution will be
forwarded to the TPO. The TPO will then re -rank the projects, and the projects will
remain on the priority list for fiznding as funds become available.
3. FINANCIAL INFORMATION:
3. 1. The resolution does not commit the City to any funding and provides an opportunity to
obtain state funding for transportation enhancement projects.
4. RECOMMENDATION:
4. 1. Staff requests City Council approval of Resolution 2010 -2 to support the resubmittal of
two City of Fort Walton Beach projects for inclusion on the Okaloosa- Walton
Transportation Planning Organization' s Transportation Enhancement Project priority list
to provide the City an opportunity to obtain state funding for transportation enhancement
proj ects.
