Mearns, City Manager From: Michael D. Beedie, P. E., Engineering & Utility Services Director Date: May 4, 2010 Subject: Gary Smith Honda 42 -Inch Storm Drain Replacement Project L BACKGROUND: 1. 1 During the week of March 29, 2010, a 42 -inch corrugated metal stormwater pipe ( CMP), owned- and maintained by the City of Fort Walton Beach, experienced a - failure underneath the western driveway to Gary Smith Honda at 225 Miracle Strip Parkway SW. This drainage pipe lies within the northern right -of w - ay of Miracle Strip Parkway SW and is the second failure on this drainage network in the last three to four years. The last failure was a large sinkhole downstream of this pipe segment in front of Lee Pontiac. The corrugated metal pipe is tidally influenced, and the inflow of saltwater from Santa Rosa Sound into the pipe has deteriorated the pipe' s bituminous coating and, in some sections, completely disintegrated the top and/ or bottom of the pipe. 1. 2 When the City-receives a heavy rain event, the water velocity inside the pipe increases, and pulls the surrounding soil through the failures in the pipe, eventually discharging into Santa Rosa Sound. This " vacuum effect" creates a depression/ void above the pipe causing the asphalt in the parking lot to collapse. 1. 3 The small sinkhole that formed on April 1, 2010, is an indicator that a larger failure could occur in the future. 2. DISCUSSION: 2.1 City crews responded to the sinkhole by filling in the area with gravel and continually
