As Chairman of the Planning Commission since 1999, 1 participate in development and implementation of the City's 5 and 20 year Comprehensive Growth Plan. As former Commissioner of Public Property for the City of Effingham, I oversaw completion of the long awaited Banker Street overpass, a new City Hall, a new Animal Control Shelter, and assisted in implementation of plans for development of a second overpass to improve access to the Effingham Industrial Park, and over $ 28 million in transportation infrastructure and public works projects. During my term, the council also began initiating plans for a new central fire station, a new sewage treatment plant, the north -south extension of Maple Street - an important central transportation artery, and early stage research and planning for Outer Belt West, a new community civic center, and a new municipal golf course. I implemented a supply inventory control system for the Public Property Department that will realize future cost savings and efficiency for the City and its taxpayers. Other community efforts included working jointly with Unit 40 School Board to finalize an intergovernmental financing package which included Tax Increment Financing dollars for the construction of a new high school; with the Effingham Park District campaign and fundraising team for the construction and completion of a new county swimming pool; and with the Helen Matthes Library Board in early stage plans for a new public library facility.
