BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: January 21, 2014
TO: Honorable Chairman and Members of the Board
FROM: Sunil Harman
SUBJECT: FDOT Grant Amendment for Exit Lane Security
DEPARTMENT: Airport
BCC DISTRICT: All
STATEMENT OF ISSUE: The Board of County Commissioners is requested to approve
acceptance of an amended Florida Department of Transportation grant to add an
unmanned passenger exit lane security controls system at Northwest Florida Regional
Airport.
BACKGROUND: This Supplemental Joint Participation Agreement (grant) adds an
additional security surveillance project to the original Joint Participation Agreement (JPA)
approved by the Board on September 3, 2013. The original JPA provided security
surveillance projects for Destin and Bob Sikes Airports. This additional project will
further enhance security by preventing access to the secured area and allow the
replacement of a security person responsible for physical control of the arriving passenger
exit lane at the Northwest Florida Regional Airport. The estimated annual cost for the
Airport providing this coverage should TSA cease to do so, is about $130,000. The grant
provides up to$1,041,441.00 of the estimated cost for these three projects estimated at
$1,301,801.00. It should be noted that the FDOT/County cost share will be 80/20% for the
Bob Sikes and Destin projects, but 50/50% for the exit lane project at the commercial
airport. This grant was previously coordinated with the County Attorney by the attached
e-mail on August 26, 2013. He confirms that coordination by e-mail dated January 14,
2014. The only change is the revision to the scope of work to include the exit lane controls
project.
OPTIONS: Approve, Disapprove, Table.
RECOMMENDATIONS: Staff recommends acceptance of the Supplemental Joint
Participation Agreement and approval of a signature resolution authorizing the Chairman
to sign the amended grant.
