BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: November 19, 2013 TO: Honorable Chairman and Members of the Board FROM: Elliot Kampert SUBJECT: Public Hearing, Plan Amendment & Rezoning, Watree Construction & Land Development, Conquistador, Inc DEPARTMENT: Growth Management BCC DISTRICT: 2 Commissioner Parisot PUBLIC HEARING: Consideration of a request changing the use of land submitted by Choctaw Engineering, Inc. as agent for Watree Construction & Land Development and Conquistador, Inc. relating to property located at 720 Essex Road, Ft. Walton Beach. The request is to change the Comprehensive Plan Future Land Use Map (FLUM) designation for the property from Institutional (INST) to Medium Density Residential (MDR), or a more restrictive FLUM designation. If the FLUM amendment is approved, request to rezone the property from Institutional (INST) district to Residential - 2 (R-2) district, or a more restrictive zoning district. Property contains 9.2 acres, more or less. STAFF FINDINGS: • The property was the former site of Ocean City Elementary School. • Applicants purchased the property from the Okaloosa County School District. • While the current Institutional FLUM category and zoning district provides for residential density it is intended that any such residential development be associated with an allowed institutional use. • The proposed MDR FLUM category and R-2 zoning district would allow residential development at an allowable density of up to 8 du/acre for single-family, up to 16 du/acre for townhouse/duplex/triplex/quadraplex, and up to 25 du/acre for multi-family. • Adjacent residential areas are LDR FLUM category and R-1 zoning district with single-family homes on lot sizes ranging from .21 to .64 acres. PUBLIC COMMENT/OPPOSITION: None to date. PLANNING COMMISSION: The Planning Commission voted unanimously to recommend approval at a public hearing held October 10, 2013. MILITARY REPRESENTATIVE: No comment. STAFF POSITION: Staff has no objection to the requested FLUM amendment and rezoning. RECOMMENDATION: It is recommended that the Board consider the facts presented herein, the Planning Commission recommendation, as well as any facts that may be presented at the public hearing, and then decide whether or not to adopt the requested FLUM amendment and rezoning by ordinance.
