AGENDA REQUEST
DATE: September 16, 2014
TO: Honorable Chairman and Members of the Board
FROM: Elliot Kampert
SUBJECT: Andrews - Locht FLUM Amendment and Rezoning
DEPARTMENT: Growth Management
BCC DISTRICT: 2
PUBLIC HEARING: Consideration of a request changing the use of land submitted by Choctaw
Engineering, Inc. as agent for Jerald Andrews and David Locht, Jr. relating to property located at the
corner of David Street and Scranton Street, Fort Walton Beach. The request is to change the
Comprehensive Plan Future Land Use Map (FLUM) designation for the property from Mixed Use (MU)
to Medium Density Residential (MDR), or a more restrictive FLUM designation. If the FLUM
amendment is approved, request to rezone the property from Mixed Use (MU) district to Residential - 2
(R-2) district, or a more restrictive zoning district. Property contains 1.24 acres, more or less.
STAFF FINDINGS:
• The Mixed Use FLUM category and zoning district allows single-family and multi-family
development at a density of up to 10 units per acre on parcels 10 acres or less in size, or up to 25
units per acre on parcels over 10 acres.
• The MDR FLUM category and R-2 zoning district allow single-family development at a density
of up to 6 units per acre, and townhouse or multi-family development at a density of up to 16
units per acre.
• The applicant would like to develop a townhouse subdivision at a proposed density of 16 units
per acre.
• The current MU designation would not allow a townhouse development at a density of 16 units
per acre.
• The requested change would allow the townhouse development at 16 units per acre.
