The Administrative Services Director responded his staff can perform a Florida Department of Law Enforcement check on all applicants who reside in the State of Florida but the problem is with the applicants who live outside the State of Florida who would require a fingerprint and a run through the NCIC for a full criminal background check. A point of order was called that Council had already voted on an outside agency to perform the background check. Confusion was expressed on the purpose of each City Council member to submit a list of ten finalists to the City Clerk.
