convened a special
meeting to discuss the site of the
Okaloosa County Judicial Center and possible options to have the Judicial Center
Complex located on City property. The City Council voted unanimously to direct the
City Manager to approach the County to determine their interest in locating the JCAE
on the City' s property. The City Manager and County Administrator, on subsequent
occasions, have met several times to discuss the extent of the
County' s interest in
locating the JCAE on City property. The main issues of the conversations were site
suitability and cost. Site sUitability was based upon information from the County' s
architect HLM after their preliminary review of the site options. Consistent with
information available in the BOCC Workshop " Judicial Center Site Options"
documentation of July 6, 2006, the City' s 42- acre site could support the JCAE.
On 20 September 2006, the County received the site analysis and estimated
remediation costs for the owe site. Based upon information presented to the County
Commissioners at their Workshop Session on September 21, 2006, it will likely cost
about $ 2. 0 million in site work for the owe property.
At their 21 September 2006 workshop, the County Commission expressed modest
continued interest in the FWB property and asked that the City come forward with an
offer and site location at their earliest convenience.
At their 26 September 2006 meeting, City Council directed the City Manager to
schedule joint meeting with Okaloosa Board of County Commissioners to further
a
explore their interest in locating the Judicial Center Annex Expansion ( JCAE) on the
1958 Lewis Turner Blvd. site.
On 9 October 2006, the City Council held a joint meeting with the Okaloosa County
Board of Commissioners to discuss their interest in locating the JCAE at the 1958
Lewis Turner Blvd. property. Council directed staff to work with County staff on
alternative locations of JCAE on this property.

DISCUSSION:
As a result of the 9 October 2006 joint meeting, City and County staff conducted
conference calls with the County' s Architect, HLM, on four separate occasions on
October 11, 20, and 26, and November 2. During the calls, both City and County staff
reviewed several iterations of layouts to determine the best site fit while achieving
best space utilization.
During discussions, City and County staff also discussed with the architect site
utilization, total acreage utilized, parking requirements, structured parking, building
visibility to Lewis Turner Blvd., storm water retention requirements, and maintaining
existing uses ( Fairgrounds and Softball) with limited changes.
1. October 11th - The schematic dated 11 October 2006 showed a total
site utilization of 17 acres and the relocation of the ball fields and
the JCAE located in the rear of the parcel. ( Attachment A)
Staff asked the architect to consider alternative placement of the
JCAE either on the
existing parking lot or closer to Lewis Turner
Blvd. Additionally, we asked HLM to consider structured parking.
2. October 20th - HLM prepared three scenarios listed below.
Attachment B) Of the three provided, Scheme C was preferred by
City and County staffj however, it was felt that better efficiency in
site utilization could be accomplished and those were prepared for
the October 26th meeting.
Scheme A - Largely similar to the schematic from October
11th, with some differences in the location of parking and
retention ponds.
Scheme B- Moved the JCAE further forward and
maintained two of the existing ball fields in their current
location, while utilizing the existing parking area for the
complex as well as providing structured parking.
Scheme C - Oriented the JCAE on the existing parking lot
area and maintained the ball fields.
3. October 26th further refined the various site locations. ( Attachment
C) It was the consensus of staff to pursue Schematic B and show
another schematic of it without structured parking, which they did
on November 2nd.
Scheme A - Provided better utilization of this particular
area of the property, however, it would require the
relocation of ball fields and it did not provide the County
with the frontage exposure they were seeking.
Scheme B - Relocated the JCAE on the existing parking
lot area, comprised 17 acres and provided for structured
parking of 320 spaces and surface parking of 280 for a
total of 600 spaces. It included 2.4 acres for storm water
retention.
Scheme C - Was a further refinement to Scheme B of
October 20th. It utilized 18 acres, with 3.4 acres reserved
for storm water retention and provided 578 parking
spaces.
Page 2
4. November 2nd - These schematics provided further revisions to
Scheme B from October 26th in that it provided two options one with
surface ( Bl) and the other with structured parking ( B2) ( Attachment
D). Just over 16 acres was utilized including storm water retention
ponds, and it maintained utilization for Fairgrounds buildings and
two of the existing softball fields.
City and County staff agreed that Schematic B1 from the November 2nd meeting was
the preferred scenario. From City staff' s perspective it required fewer changes to the
existing facilities, such as the Fairgrounds and Recreational operations. It provided
the County with their desired frontage on Lewis Turner Blvd, and was the best
utilization of existing space. Although City staff preferred the structured parking, it is
too costly to pursue at this time. Surface area parking increases storm water
retention requirements but permits this area to be used for heavy equipment trucks
for parking and staging in the event of a hurricane. During these meetings, City and
County staff also discussed the possibility of selling only the portion of the property
necessary to construct the Judicial Center Annex Extension and developing an
interlocal agreement for the County to construct and maintain the parking and access
roadways. This is depicted in a highlighted version of the schematic Bl from 2
November 2006.
CONCLUSION:
Based on the various the City Council should determine their site
schematics,
preference for the
possible location of the Okaloosa County Judicial Center Annex
Expansion on property located at 1958 Lewis Turner Blvd.
If both the City and County can agree to site location, then we will proceed to
preliminary negations on this issue, which will be brought forward at a later date.
Respectfully Submitted,
