BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: June 21, 2016
TO: Honorable Chairman and Members of the Board
FROM: Tracy Stage
SUBJECT: LEO OTA Award and SOJO Agreement
DEPARTMENT: Airport
BCC DISTRICT: 2
STATEMENT OF ISSUE: The Airports Department requests the Board of County
Commissioners approve the award of Law Enforcement Officer (LEO) Reimbursement Program
Other Transaction Agreement (OTA) HSTS02-16-H-SLR794 for the period of performance
4/1/2016 until 12/31/2018 and the Transportation Security Administration (TSA) Law
Enforcement Officer Program Statement of Joint Objectives (SOJO) for calendar years 2016
through 2018.
BACKGROUND: The TSA LEO Reimbursement Program provides partial funding for
passenger checkpoint screening area monitoring by the Airports’ police force. The normal
funding cycle is on a fiscal year basis, but due to past funding problems caused by lack of
Federal funding when department appropriations have not been enacted by the government, the
TSA chose to extend the previous fiscal year agreement into FY 16 by adding additional funds to
the agreement to cover the extended contract period. On August 18, 2015, the Board approved
an application to continue the TSA LEO Reimbursement Program and the attached letter is to
inform us that the application was approved and is ready to be awarded to Destin-Fort Walton
Beach Airport (VPS). The period of performance for this contract is from 4/1/2016 until
12/31/2018 with a total obligation of $311,550.00. The current funding/budget period is
4/1/2016 through 7/31/2016 obligating a total of $37,820.00 for the period. As stated in the
attached LEO OTA Agreement cover letter, it is not necessary to sign and return the LEO OTA
award document to TSA, but due to our County policies, it is necessary for us to take all
Agreements to the Board for approval. The TSA Contracting Officer will sign the LEO OTA
award document once the signed SOJO is returned to them. It is not unusual for Federal/State
grant documents to be signed by the Board first. This award will be made unilaterally by the
TSA Contracting Office upon signature and return of the SOJO Agreement.
The SOJO Agreement is a Security Sensitive Item (SSI) as defined by the Department of
Homeland Security and is exempt and confidential from public disclosure and will not be
included as backup documentation to this Agenda Item.
A fully signed SOJO indicates agreement with the SOJO and all OTA terms and conditions.
This document defines the responsibilities and conditions that VPS agrees to as part of the TSA
Airport Law Enforcement Personnel Reimbursement Program. This document also defines the
responsibilities and participation of the TSA. A copy will be made available for review upon
request.
OPTIONS: Accept, Reject, or Table.
RECOMMENDATIONS: It is Staff’s recommendation that the Board approve the Chairman’s
signature on the Award of LEO Reimbursement Program OTA (HSTS02-16H-SLR794) and the
TSA Administration LEO Program SOJO for calendar years 2016 through 2018 and approval of
the Chairman’s signature on any future Other Transaction Agreement HSTS02-16-H-SLR794
documents that may be required. Staff also requests approval of electronic submission and
delegation of electronic signature authority by the Board to the Office of Contracts and Grants.
