BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: July 1, 2014
TO: Honorable Chairman and Members of the Board
FROM: Sunil Harman
SUBJECT: Purchase Order Approval for Airports
DEPARTMENT: Airport
BCC DISTRICT: All
STATEMENT OF ISSUE: The Board of County Commissioners is requested to approve
two "after-the-fact" purchase orders.
BACKGROUND: The first purchase order is to Site Secure in the amount of $3,187.50 and
is to repair failures to the airport security systems. On May 9th, the Airport Access Control
System (ACAM)and Closed Circuit Television (CCTV) Security System completely failed.
At the same time, the Capitol Police was escorting the Speaker of the House and airline
operations were at their peak. The fees are associated with emergency engineering software
support as our ACAM system server failed, causing our security systems to fail. At 4:45PM
we did not have the time to process an emergency requisition in time to meet the
Purchasing Policy requirement. The work was performed on May 9th through the evening
and on May 10th. The cost was not known until June 2nd, when we received the May 29th
invoice. Attempts were made to contact the Purchasing Department; however, it was after
business hours.
The second purchase order is for an invoice from DAL Global Services (Delta) for
$1,370.00. This invoice was for services provided to Lockheed Martin Charter operations
for which the Airport was fully reimbursed by Lockheed Martin. The costs for aircraft
ground support from Delta were unknown until the Lockheed Martin Operation was
completed.
OPTIONS: Approve, Disapprove or Table
RECOMMENDATIONS: The Airport staff recommends approval to prepare the after-
the-fact Purchase Orders for these two invoices for payment by County Finance.

FROM: Sunil Harman
SUBJECT: Supplemental Joint Participation Agreement No. 2
DEPARTMENT: Airport
BCC DISTRICT: All
STATEMENT OF ISSUE: The Board of County Commissioners is requested to approve the
second amendment to a Joint Participation Agreement (JPA) for the Destin Control Tower.
BACKGROUND: This Supplemental Joint Participation Agreement No. 2 (SJPA) amends the
previous JPA to include design, bidding, construction and construction phase services for the
grant to construct the tower as well as the access road and utilities. This will enable the Airport
to utilize the remaining $175,688 of the original $215,182 funding which would otherwise be
unavailable for obligations of the tower project. The original JPA was limited to funding the
environmental impact assessment of the tower project.
OPTIONS: Approve, disapprove or table.
RECOMMENDATIONS: Staff recommends the Board accept the SJPA, and authorize the
Chairman to sign the grant by also approving the attached Signature Resolution.
