BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: October 21, 2014 TO: Honorable Chairman and Members of the Board FROM: Jason Autrey SUBJECT: Beach Cleaning on Federal Property DEPARTMENT: Public Works BCC DISTRICT: 5 STATEMENT OF ISSUE: As part of an initiative by Eglin Air Force Base, Okaloosa County and Eglin staff have come to an agreement whereby the County Parks staff will collect and dispose of trash at certain points along federal property; all located on Okaloosa Island. Approval of the agreement is required by the Board of County Commissioners. BACKGROUND: A series of meetings as part of the Eglin Community Partnership Initiative conducted over the summer determined that a need on the part of Eglin matched well with a service provided by Okaloosa County staff. At four locations along Okaloosa Island, trash cans are located for use by the general public along federal property. Eglin has historically had contracts that were difficult for them to manage for $36,000 annually to collect that trash. Occasionally County staff was cleaning up debris from heavy weekends and the idea came up to form a new partnership. At Eglin's request, County staff considered the possibility of performing collection and disposal services as part of our current beach cleaning operations. Staff has determined that additional trash cans could be secured at the specified access points with regular collections for an annual fee of $20,000. Eglin accepted the proposal that would reduce their cost by 40% with an anticipated increase in the level of service. At a meeting on September 30th, General Harris and Commissioner Boyles ceremoniously accepted the partnership between the federal and county government. Final acceptance of the agreement is required by the Board of County Commissioners; staff will begin services immediately. OPTIONS: Accept/reject the agreement for County staff to perform solid waste collection and disposal services on Eglin beaches for an annual fee of $20,000. RECOMMENDATIONS: Accept the agreement for County staff to perform solid waste collection and disposal services on Eglin beaches for an annual fee of $20,000. RECOMMENDED BY: APPROVED BY: John Hofstad, Interim County Administrator
