BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: August 2, 2016
TO: Honorable Chairman and Members of the Board
FROM: Tracy Stage
SUBJECT: Change Order No. 1 for Checked Baggage Screening Project
DEPARTMENT: Airport
BCC DISTRICT: 2
STATEMENT OF ISSUE: The Airports Department requests the Board of County
Commissioners approve Change Order No. 1 with Lord & Son Construction, Inc. to extend the
construction time by 77 days on contract No. C15-2310-AP in order to complete the Checked
Baggage Screening Project. Staff also requests approval to reallocate the Allowances included
within the contract.
BACKGROUND: The construction contract for the Checked Baggage Screening Project at
Destin-Fort Walton Beach Airport (VPS) was issued on July 7, 2015 to Lord and Son
Construction, Inc. and the Notice-to-Proceed was issued on October 1, 2015. The project
included replacing the existing baggage screening devices with new baggage screening devices
and associated changes in the belt system and baggage devices. This change increases the
amount of time needed to complete the project. The Transportation Security Administration
(TSA) requested changes to incorporate elements from the current Planning Guidelines and
Design Standards (PGDS) Version (V5.0) that was approved by TSA post-award of this
construction contract. In addition, TSA requested alterations to the temporary bag screening
location and configuration that varied from the issued construction drawings. This iterative
process required multiple levels of TSA input/approvals. These items interrupted the
development of shop drawings and the manufacturing of the temporary and permanent systems
as well as slowed construction work progress. This change order will increase the contract time
from 270 days to 347 days giving the contract a new substantial completion date of September
11, 2016.
The project is 100% funded by an Other Transaction Agreement (HSTS04-13-H-CT1161) in the
amount of $4,318,169, issued by the Department of Homeland Security.
Attached as back-up to this Agenda Request:

need to be reallocated to cover the changes.
