BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: June 3, 2014 TO: Honorable Chairman and Members of the Board FROM: Dino J. Villani SUBJECT: 2014-2015 Emergency Management Preparedness and Assistance Grant DEPARTMENT: Public Safety BCC DISTRICT: All STATEMENT OF ISSUE: Approve the 2014-2015 Emergency Management Preparedness and Assistance (EMPA) grant of $105,806. BACKGROUND: The grant is provided on a yearly basis by the State of Florida to assist the operation of emergency management programs in all 67 Florida counties. Because Emergency Management services are essential to the wellbeing of all Florida’s residents and visitors, and to the state’s infrastructure, the Florida Legislature and Governor authorized the establishment of the Emergency Management Trust Fund. In order to provide funds for the Emergency Management Trust Fund, an annual surcharge of $2.00 per policy is imposed on every homeowner's, mobile home owner's, tenant homeowner's, and condominium unit owner's property insurance policy, and an annual $4.00 surcharge is imposed on every commercial fire, commercial multiple peril, and business owner's property insurance policy. The EMPA grant program is a non-competitive grant, which assists local emergency management entities in the operation of the emergency management program. The EMPA grant shall be matched at an amount either equal to the average of the previous three years’ level of county general revenue funding of the County Emergency Management Agency or the level of funding for the County Emergency Management Agency for the last fiscal year, whichever figure is lower. The current Emergency Preparedness and Assistance grant expires June 30, 2014. The new grant funding will take effect July 1, 2014, and expires June 30, 2015. The grant cycle is based on the State of Florida Fiscal Year. Grant funding is utilized to supplement county funding for the continued operation of the emergency management program. The funding will pay for communication services, equipment, EOC operations and maintenance, and other items directly related to the emergency management program. OPTIONS: Approve/disapprove. RECOMMENDATIONS: Approve the Emergency Management Preparedness and Assistance grant; authorize the Chairman to execute the subgrant agreement and all future grant documents necessary during the term of the grant. RECOMMENDED BY: APPROVED BY: Ernie Padgett, County Administrator
