BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: July 1, 2014
TO: Honorable Chairman and Members of the Board
FROM: John Hofstad
SUBJECT: Authorization to Advertise Request for Qualifications for PJ Adams
Parkway - Phase 1
DEPARTMENT: Public Works
BCC DISTRICT: 3
STATEMENT OF ISSUE: Request authorization from the Board of County Commissioners to
advertise to receive letters of interest from qualified engineering firms to perform the Phase 1
Widening Design (from SR 85 to I-10) and Right of Way acquisition assistance (from SR 85 to
Ashley Drive) Project.
BACKGROUND: Okaloosa County and the Florida Department of Transportation (FDOT)
entered into a Transportation Regional Incentive Program (TRIP) grant on April 24th to develop
the widening plans for PJ Adams Parkway from SR 85 to I-10. Additionally, right of way
acquisition is part of the grant for the four lane section from SR 85 to Ashley Drive. In total, the
full project (design and right of way acquisition) is estimated to be $4.4 million.
In order to complete the design and determine the exact right of way needs, it is necessary to
obtain professional services from a qualified firm. In order to comply with the County
Purchasing Policy, a request for qualifications advertisement has been prepared. Interested firms
are being requested to submit Letters of Interest to perform the necessary work.
Received letters will be evaluated and scored based on the guidelines in the RFQ by a selection
committee. The recommended review committee includes:
Nathan Boyles, District 3 Commissioner
Jason Autrey, P.E., County Engineer
Eric Broome, P.E., Design Engineer
Rob VandenBroeck, Operations Manager
Jeremy Williams, Water & Sewer Senior Right-of-Way Agent
Rankings from the selection committee review will be presented to the Board of County
Commissioners in the form of a recommendation to award.
