Concurrency Service Area 4
Concurrency Service Area 4 includes southeast Okaloosa County generally north of
Choctawhatchee Bay and south of the Eglin Air Force Reservation. The Cities of
Niceville and Valparaiso are in CSA 4 with a total of 9 schools ( 6 elementary, 2 middle
and 1 high school) This CSA includes two elementary schools that serve the students in
Base Housing and are located on Eglin Air Force Base. These are Oak Hill. (Grades PK
1) and Cherokee ( Grades 2- 4). As the population of the Base increases the needs of
the Base Realignment and Closure ( BRAC) may necessitate more school facilities. This
is indicated on PSFE Map B that shows that the funding is in place for a new BRAC
school but location has yet to be determined. The 2004 population of this CSA was
42, 039 persons housed in 16, 356 dwelling units. This service area is expected to
increase by 8, 538 persons and 2, 864 dwelling units by 2025. ( Okaloosa- Walton TPO)
Table 10)
Public school enrollment in CSA 4 was 6, 406 or 2007- 08 ( 22. 9% of countywide
enrollment) and is expected to increase by 101 students by year 2011- 12. ( DOE)

Problems & Opportunities
Currently, Bluewater Elementary is operating at over 100% of permanent capacity..
There are existing and projected facility surpluses and deficiencies within concurrency
service areas. To meet class size contingencies and to reduce the use of relocatable
facilities the following enhancements are included as funded projects in the Work
Program:
Bluewater Elementary— classroom additions ( permanent)
Edge Elementary —classroom additions ( relocatables and permanent)
Plew Elementary- Classroom additions ( relocatables)
The district owns a vacant 20- acre parcel on Lancaster Road Highway 20. No
and
additional land is required and supporting infrastructure is adequate to support these
enhancements ( EAR). No additional ancillary facilities will be required to support the 5-
Year Facilities Work Program for projects in CSA 4.
The Okaloosa Comprehensive Plan pledges to encourage the co- location of County
public facilities, such as parks, libraries, and community centers, with schools to the
extent possible. The established and built out communities in CSA 4 have schools that
serve as community focal points.
According to the 2007 Facilities Work Program student station capacity is to be added in
CSAs 3, 4, 5 and 6. These include 160 student stations in relocatables at Edge
Elementary, 80 student stations in relocatables at Plew Elementary.
