Concurrency Service Area 3
Concurrency Service Area 3 ( CSA 3) is centrally located within Okaloosa County, north
of Eglin Air Force Base and includes the City of Crestview. There are 8 schools in CSA
3 and 2004 population of this CSA was 36, 604 persons housed in 14, 809 dwelling units.
This service area is expected to increase by 47, 941 persons and 20, 685 dwelling units
by 2025. ( Okaloosa- Walton TPO) ( Table 10)
This CSA is the fastest growing of all six CSAs. Public school enrollment in CSA 3 was
7, 113 for 2007- 08 ( 25% of countywide enrollment) and is expected to increase by 76.
students by year 2011- 12. ( DOE) ( Table 20)
Problems & Opportunities
Currently, one middle school, one elementary school and the high school is operating at
over 100% of permanent capacity. These deficiencies are corrected through capacity
enhancements included in the 5- Year Facilities Work Program. There are existing and
projected facility surpluses and deficiencies within concurrency service areas. The
following enhancements are included as funded projects in the Work Program and are
shown on PSFE Map B:
New Elementary —new school construction
New Middle School- new school construction
New BRAC School- new school construction
Bob Sikes Elementary —classroom additions ( relocatables and permanent)
Northwood Elementary —classroom additions ( permanent)
Southside Elementary— classroom additions ( permanent)
The School District owns no vacant acreage in this CSA. The new elementary and
middle school with 900 student stations each will be located south of Hwy 90 and north
of I- 10 in Crestview. No additional ancillary facilities will be required to support the 5-
Year Facilities Work Program for projects in CSA 3. Okaloosa County is committed to
maximize capacity to the greatest extent possible and this CSA will see the highest
percentage of growth over the planning period. No binding fair share mitigation
commitments are part of the current 5- year work plan. The plan will be amended if new
commitments are made.
The Okaloosa Comprehensive Plan pledges to encourage the co- location of County
public facilities, such as parks, libraries, and community centers, with schools to the
extent possible. In this fast growing CSA, siting of schools near urban residential areas
is important along with collocation of public facilities to assure the ability of the schools
to serve as community focal points. The proximity of the planned schools in Crestview
between Hwy 90 and 1- 10 supports this goal. The growth in this area indicates the
established Crestview community is in transition. The new populations will need to be

served by schools nearby and will be the focal points for this transitioning area between
Crestview and Eglin Air Force Base ( Eglin). This area is experiencing growth pressure
because the costs of living and availability of land south of Eglin has dictated the shift to
the north between the northern boundary of Eglin which splits the County in half and the
City of Crestview traditionally north of Hwy 90. This is where the district is constructing
the new schools.
According to the 2007 Facilities Work Program student station capacity is to be added in
CSAs 3, 4, 5 and 6. These include 126 relocatable student stations at Bob Sikes
Elementary in this CSA.
