negative growth
in middle schools and in the last three years for high schools and only a modest gain of
just over 300 students in the elementary grades through 2011- 12. Therefore the 2007
FISH capacity for each school is appropriate based on the 2007 forecast. There are
existing and projected facility surpluses and deficiencies within concurrency service
areas.
According to Table 15 of the Okaloosa County Tentative Work Program, as submitted to
DOE in September 2007, the 5- year planned costs for capacity is $ 128. 5 million and
Tablel6 of the Work Program showed a budget of $ 128. 5 million therefore the plan is
cost feasible. The School Board does not anticipate incurring any additional debt over
the next five years, but the district has the ability to incur an additional $ 63 Million in
debt. No binding fair share mitigation commitments are part of the current 5- year work
plan. The plan will be amended if new commitments are made.
Concurrence Service Areas
For purposes of school planning and the implementation of school concurrency, this
plan establishes " concurrency service areas" for Okaloosa County schools. The
proposed concurrency service areas ( CSAs) correspond to the High School Attendance
Zones. The County is divided into six school CSAs ( see PSFE Map A and Table 13).

School Needs
To assess school needs for Okaloosa County, the 2007- 08 permanent FISH capacity
and enrollment and corresponding level of service is established as a benchmark. The
School District' s 5- Year Facilities Work Program is then examined in relation to COFTE
projections for the five- year period. The results of this analysis are summarized in
Tables PSFE 14, 15 & 16 for CSA 1; Tables 17, 18 & 19 for CSA 2; Tables 20, 21 & 22
for CSA 3; Tables 23, 24 & 25 for CSA 4; Tables 26, 27 & 28 for CSA 5; and Tables 29,
30 & 31 for CSA 6. No school closures are planned at this time. Tables 14- 31 contain
the best available data for enrollment, surpluses and deficiencies for the five-year and
long term planning periods including costs. There will be no long- term data concerning
surpluses and deficiencies until 2008 so it is not included with this analysis.
