BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: October 15, 2013
TO: Honorable Chairman and Members of the Board
FROM: Sunil Harman
SUBJECT: Permission for RFQ and extension of AMRI Contract
DEPARTMENT: Airport
BCC DISTRICT: All
STATEMENT OF ISSUE: The Board of County Commissioners is requested to approve
issuance of a Request for Qualifications (RFQ) for a financial and business consultant, and to
extend the current consultant's contract during a transition period.
BACKGROUND: The existing contract with Airport Management Resources, Inc. (AMRI)
expired September 30, 2013. Mr. John Tomec has indicated that he plans to retire after
completion of existing task orders which include a Passenger Facility Charge application which
may be near the end of April 2014. It is highly desirable that Mr. Tomec be retained during the
transition to a new consultant, due to the complexity of issues for which he has invaluable
corporate knowledge. His distinguished service to the County for more than 20 years has
resulted in over $25 million in Military Airport Program discretionary funding, as well as
millions of dollars in approved Passenger Facility Charge (PFC) projects. For this reason and to
provide contractual coverage for the unfinished task orders the Board is requested to extend
AMRI's contract until May 1, 2014.
OPTIONS: Approve, Table or Disapprove
RECOMMENDATIONS: Staff recommends approval to solicit a new financial/business
consulting firm by RFQ, and to extend/renew the incumbent consultant contract until May 1,
2014.
