STATEMENT OF ISSUE: Apprising the Board of the City of Fort Walton Beach’s
appointment of Mike Anderson to the Okaloosa County Tourist Development Council.
BACKGROUND: In December 2014, Charles Rigdon, the City of Fort Walton Beach’s
representative on the Council, passed away. Section A.500(4) of the TDD Operations &
Procedures Manual requires vacancies on the Council to be filled in the same manner as the
appointment of the person whose absence created the vacancy.
Pursuant to F.S. 125.0104(4)(e), two members of the council shall be elected municipal officials,
at least one of whom shall be from the most populous municipality in the county or subcounty
special taxing district in which the tax is levied. Currently the cities of Fort Walton Beach and
Destin are represented. The vacant seat must be filled by a representative from the City of Fort
Walton Beach.
The City of Fort Walton Beach has appointed Mayor Mike Anderson to fill the municipality’s
vacant seat on the Council.
A recommendation from the TDC is not necessary for the appointment of an elected municipal
official.
