The fatality rate for teens is high and the potential for crashes increases dramatically when the driver is distracted. The first teen driver challenge program began in May 2011 and since that time there have been 337 teens to receive training in the program. Sergeant Raiche stated this is a one-on-one training program, pointing out there are 49 deputies certified as instructors. He announced the Okaloosa County program has been recognized and recommended as a training program for other entities initiating this program. Sergeant Raiche said 31 deputies from other counties have been trained as instructors by Okaloosa County. He briefly spoke about the mobile unit, an interactive simulator and videos for YouTube and other social media. Upon inquiry by Mr. Pari sot, Major Peacock stated the program offered in the public school system is a basic curriculum on the rules of the road and the Teen Driver Challenge administered by the Sheriff's Office is an advanced class in a real world scenario. EXECUTIVE SESSION - PROPOSED SETTLEMENT AGREEMENT Mr. Greg Stewart, Special Counsel with Nabor, Giblin & Nickerson, stated an Executive Session was held this morning to discuss a proposed settlement with regard to the Sandman LLC vs Don Am unds , et al litigation. He advised the proposed settlement agreement is subject to court ratification and giving a long - term contract for beach cleaning to Sandman which will then dismiss the case with prejudice. Mr. Boyles made motion, seconded by Mr. Harris, to approve the settlement agreement as proposed by the plaintiff. Mr. Parisot stated he will vote against the motion because it violates the Purchasing Policy. He said the last action of the Board in October was to reject all bids and to re - bid. Mr. Harris remarked that he is torn between what Mr. Parisot has said and feeling strongly that we should bite the bullet and move on. Mr. Amunds said he cannot support the action at this time and referred to the county policy. He said if the Board wants to make modifications to the policy, he would consider the settlement at that point. The vote was taken- 2 yeas, 3 nays. (Mr. Parisot, Mr. Amunds, and Mr. Windes voted no. ) Motion fails for lack of a majority vote. Mr. Stewart referred to the Boards action taken on February 18, 2014, and asked for clarification on that motion. He asked if the intent of the motion was to allow legal counsel to resolve the issue with Sandman in conformity with policy. Mr. Pari sot replied that was his understanding and made motion, seconded by Mr. Amunds, that to the extent there is any ambiguity of the motion of February 18, 2014, the intent relating to this settlement is for the counsel for the county to work with Sandman's counsel in conformity with policy. Mr. Boyles pointed out he was the mover of that motion and it is his belief the motion of that meeting is captioned and contained in the proposed settlement agreement. The vote was taken- 3 yeas, 2 nays. (Mr. Boyles and Mr. Harris voted no.) March 18, 2014 - 18 - Minute Book 70, Page 299 Okaloosa County Board of County Commissioners PUBLIC COMMENTS None.
