each municipality in this regard. Mr. Kampert noted there has
been much discussion at the staff level between the county's and
the cities' personnel. Mr. Parisot made motion, seconded by Mr.

TOURIST DEVELOPMENT - REVISED STRATEGIC MARKETING PLAN
Mr. Ed Schroeder, Tourist Development Department (TDD) Director,
stated any changes to the Strategic Marketing Plan must be
presented to the Board for approval in the form of a resolution .
He explained the Board approved a $2.6 Million Strategic
Marketing Plan in November 2013; however, the department's
adopted budget for promotional activities totals $3.5 Million.
He said the $900,000 difference is attributable to $534,000 in
marketing activities performed in - house by TDD staff and
$375,000 in special event and sponsorship funding.
Mr. Schroeder said in the existing $2.6 Million plan, they are
going to re-allocate some marketing funds which could be better
used in leisure marketing events. Secondly, there is a proposal
to create an In-House Marketing Commission. And, he said the
third item concerns special event sponsorship funding. Mr.
Schroeder spoke briefly about a category identified as "last
minute deals."
Mr. Parisot commented he has been in favor of the in-house
marketing/advertising concept for a long time. It was his
belief it could be done in - house at a lower cost than what the
consultants charge. Mr. Pari sot referred to the section on
entertainment expenses/meals for meetings and urged caution,
suggesting it be limited to the current per diem and meal
allocations. Mr. Schroeder responded that he totally agrees.
Mr. Boyles stated he appreciates Mr. Schroeder "walking the
halls" to discuss this item before the meeting but he is
struggling to get a level of comfort and confidence regarding
the use of TDC funds. He said it is difficult to grasp and it
is important for the Tourist Development Council (TDC) to
review. Upon inquiry by Mr. Boyles, Mr. Schroeder verified the
TDC has reviewed and recommended approval of the in-house
marketing plan at the proposed expenditure levels.
Mr. Boyles said he understands the Film Commission is a one -
person operation and he would like to learn more about this
process. He requested the contractor (Ms. Gail Morgan) come to
a meeting to introduce herself, talk about the successes and the
weaknesses, and help him and the public understand what she does
for $67,000 a year. Mr. Schroeder welcomed that opportunity.

RESOLUTION NO. 14 - 69
TOURIST DEVELOPMENT - PETER MAYER ADVERTISING TASK ORDER NO. 132
Mr. Schroeder presented Peter Mayer Advertising Task Order
No. 132 in the amount of $107, 114 for consideration. This task
order is for the production and execution of two new 30 - second
and two new 15 - second television spots. He stated the TDC
recommended approval of this task order for the "Brand Campaign
Television Spots" at its February 27, 2014 meeting.
Upon inquiry by Mr. Amunds, Mr. Schroeder told how verification
will be done on running the television spots. He added that a
Destin Fishing Rodeo spot will be added to the rotation.
Mr. Amunds made motion, seconded by Mr. Parisot, to approve Task
Order #132 with Peter Mayer Advertising. 5 yeas.
TOURIST DEVELOPMENT - FY 2013 FOURTH QUARTER EXPENDITURE REPORT
Mr. Schroeder termed this agenda item and the next one to be of
a housekeeping nature. He said last October the Fiscal Year
2013 fourth quarter expenditure report for tourist development
taxes should have been presented to the Board but was not,
perhaps, because of the change in TDD leadership. Mr. Boyles
made motion, seconded by Mr. Pari sot, to approve this report.
5 yeas.
TOURIST DEVELOPMENT - TOURIST DEVELOPMENT TAX FINANCIAL UPDATE
Mr. Schroeder presented the financial update for the first
quarter of Fiscal Year 2013 - 14. He pointed out the new format
of the report was discussed by the TDC and the report was
approved on February 27, 2014. Mr. Boyles made motion, seconded
by Mr. Pari sot, to approve the report. Mr. Pari sot stated he
would like for the Urban Corridor Grant to be moved to the
Growth Management Department in the future. Mr. Windes remarked
the Board can review that suggestion. 5 yeas.
TOURIST DEVELOPMENT - REALLOCATION OF FIRST PERCENTAGE RESERVES
Mr. Schroeder stated the Western Destin Beach Restoration
Project was not budgeted in Fiscal Year 2014 and the Fiscal Year
2013 available balance of $562,103 was carried forward. He

asked for these remaining funds to be transferred from the 1175 -
59910 Reserves Account to the 1175 - 581702 Project Expenditures
Account in order to complete the project. Mr. Schroeder stated
the TDC approved this item at its February 27, 2014 meeting.
Mr. Parisot made motion, seconded by Mr. Boyles, to approve the
department head's recommendation. 5 yeas.
TOURIST DEVELOPMENT - POCKET RANGER APP
Mr. Schroeder stated the department has been presented with an
extraordinary opportunity. He explained the Emerald Coast can
be showcased as the signature beach in the Pocket Ranger app for
the State of Florida at an annual cost of $15,000. Mr.
Schroeder said this marketing opportunity is not part of the
original marketing plan but can be considered with the
amendments passed earlier in the meeting.
Mr. Amunds posed questions about advance payments, referring to
the Auditor General's Report. It was his understanding a
discounted payment could be made in advance, noting payment
would not be made until the app was up and live. Mr. Schroeder
replied he is not sure if that applies to this type of
advertising. Mr. Harris pointed out Mr. Schroeder was not here
when the Auditor General's Office dinged us and said we must pay
after the fact.
Mr. Boyles commented that a discounted rate is not the issue for
him but he would like to come to grips with the process. He
said an "unanticipated activity" does not mean we bypass the
TDC. Mr. Boyles stated he regrets this is a time-sensitive
item, reiterating that he is not comfortable with signing off on
this item without review and comment from the TDC.
Mr. Schroeder said the revised Strategic Marketing Plan places a
limit on expenditures of $35,000 or less. He commented that he
and the County Administrator would approve any of these type
expenditures ("last minute deals"). Mr. Schroeder stated
anything above the $35,000 limit would go before the TDC first.
He advised expenditures falling in this category would be
referred to the TDC at the following meeting. Mr. Boyles asked
what will happen if the TDC does not recommend approval at that
time. Mr. Schroeder said they will present it to the TDC
Chairman before he and Mr. Padgett sign off on it. He added if
the TDC thinks it is a bad idea, they probably would not go
forward with it.
