PUBLIC COMMENTS RELATING TO THE AGENDA
Mrs. Rebecca Sherry, Okaloosa Island, stated she has noticed for
the last several months that Tourist Development Department
(TDD) financial items have been approved by the Board of County
Commissioners but were not on the Tourist Development Council
(TDC) agenda or discussed at a TDC meeting. She said this trend
away from "sunshine" less than three months after the Auditor
General's findings unsettling.
Mrs. Sherry said there are two items on today's agenda which fit
this bill. The first is a TDD i tern regarding cancellation of
the Municipal Services Benefit Unit (MSBU) special assessment
for the Western Destin Beach Restoration Project. She stated

this i tern is on the Board's agenda but it bypassed the TDC.
Mrs. Sherry referred to $700,000 which would then be taken from
the tourist development tax to fulfill the obligation of the
bank note for the Holiday Isle beach restoration project. She
asked why this item is being fast-tracked and then said the
recommendation on how to proceed was by unnamed staff. The
second item is a $15,000 expenditure request for a Pocket Ranger
advertising app which was not "noticed" at TDC. Mrs. Sherry
asked why the big ticket items are bypassing TDC and who made
these decisions.
Mr. David Sherry, Okaloosa Island, said he read where the Board
will consider repeal of the Western Destin MSBU assessment. He
stated for years people from Holiday Isle demanded imposition of
the assessment, as well as including people within the MSBU
boundaries who did not want to be part of it. Mr. Sherry said
he cannot recall anyone from Holiday Isle asking for the MSBU to
be abolished. He read from the agenda request "Staff has been
asked to research the feasibility of repealing the special
assessment which has been levied for the Western Destin Beach
Restoration Project." Mr. Sherry asked a series of questions,
including: Who asked staff to do this work? Has anyone on
Holiday Isle changed their mind and reneged? And, who on
Holiday Isle is pushing to remove the assessment? He said if no
one on Holiday Isle is asking, why is there a proposal to give
away $750,000 in public money? Mr. Sherry felt if someone from
Holiday Isle is asking for the assessment to be cancelled, then
he should get up in public and tell why he wants it repealed.
He noted there is no one here from Holiday Isle asking for this.
Mr. Sherry concluded by asking why the TDC process was bypassed.
PUBLIC HEARING DISCUSSION ON PROPOSAL FOR COUNTY CREWS TO
CONSTRUCT NEWCASTLE AREA WATER SYSTEM IMPROVEMENTS
Mr. Stanford read the public notice for discussion relating to a
proposal by Okaloosa County Water & Sewer (OCWS) to construct
the Newcastle Area Water System Improvements with in-house staff
and equipment. The estimated cost of the design-build project
using OCWS staff is $450,000.
Mr. Jeff Littrell, Water & Sewer System Director, pointed out
the area on a map for the proposed project. The project will
upgrade existing water lines from two inches to six inches which
will facilitate the installation of new fire hydrants,
increasing fire protection in the area. He detailed the
improvements: 14 new fire hydrants; 10, 500 linear feet of six-

inch water main (including eight - inch bores where necessary) ;
2,300 linear feet of existing parallel mains where services need
to be switched over from the old mains, and all associated
appurtenances.
Mr. Littrell reported funding for this project will be
supplemented by a Community Development Block Grant (CDBG)
Disaster Recovery Fund appropriation in the amount of
$252,923.30 available through the Florida Department of Economic
Opportunity. This grant is scheduled to expire on October 25,
2014. He advised that the remainder of the funds will come from
the Capital Improvement Projects (CIP) Plan. Upon inquiry by
Mr. Pari sot, Mr. Littrell stated they plan to do bores rather
than road cuts to lay lines.
No one came forward to comment on the proposal. Mr. Harris made
motion, seconded by Mr. Parisot, to authorize OCWS to construct
the Newcastle Area Water System Improvement Project, using OCWS
staff and equipment, as supplemented and in accordance with
county ordinances and State Statutes. 5 yeas.
