MAYOR/ COUNCIL COMMENTS
Mr. Rynearson relayed he did not like to forgive fines but in this case he agreed, especially after
reading Mr. Buscarello' s letter.
Mr. Reeves agreed he did not like to forgive fines in any way but he has realized there are cases that
are the exception.
Mr. Garvie mentioned he continues to work on the recycling issue to see if the City can move forward
to alter their recycling efforts.
Mr. Patterson mentioned his trip to a National League of Cities seminar where it was discussed that
Cities can expect 36 more months of problems; that Tallahassee and the federal government will cut
back on grants and revenue sharing, and the Cities will have a hard time balancing their budgets for the
next three to four years. He thought maybe the City should form a committee to go through the budget
and come to Council on what they would like to see cut. He thought getting the citizens involved to let
them have input on the budget is the key, where they can look at last years budget and come back with
recommendations.

MAYORWOUNCIL COMMENTS coat.
The Mayor agreed it is necessary to have citizens involved and suggested as an alternative each citizen
could review the budget on an individual basis and provide their input; that the City could put out the
word that the City is getting ready to review the budget for next fiscal year.
Mr.
Patterson mentioned the City could put out an invitation to ask the citizens for help and bring
Council some solutions.
The Mayor mentioned the EDC worked hard to make Combs New Heights an Innovation Center for
the new Incubator project at UWF;
mentioned the Police Department' s swearing in ceremony for a
new police officer and the Annual Awards banquet; mentioned the yearly report from the Friends of
the Museum and the welcome reception for the new Museum Manager that was held; commended city
staff for their quick response on the recent water line break on Eglin Parkway and noted this is another
example of the need to work on the City' s infrastructure; asked Council to review the Northwest
Florida League of Cities Excellence Awards as it will be placed on the February 23rd
agenda for
consideration; noted there is an opportunity to join a long list of people opposing Amendment 4 and it
23rd
will be placed on the February agenda to discuss whether or not to add the City' s name to those
opposing Amendment 4 (proposed Constitutional Amendment that would require voter approval of all
changes to local comprehensive plan land -use plans);
and mentioned that the Board of County
Commissioners will discuss Charter governments at their 6: 00 p.m.
meeting tonight, and gave
reassurance that a County Charter government is not a threat to the City.
Mr. Garvie commented citizen access to the budget is good but there is no one to explain it to them and
agreed with Mr. Patterson.
