BACKGROUND
1. 1 On April 27, 1999, City Council adopted Resolution 99 -4 establishing a Comprehensive
Fee Schedule that incorporates into one document all fees for City services and
programs. Resolution 99 -4 provides for amendment of the fee schedule by Resolution of
City Council. Certain fees may require adoption by Ordinance if language in the City
Code requires amendment.
2. DISCUSSION
2. 1 In the fall of 2009, City Council tasked staff with developing a fee structure that would
assist families with multiple children by providing either a membership or a reduced
rate. Staff has addressed this issue and made other changes to the City' s Comprehensive
Fee Schedule via the proposed Resolution.
2.2 Attached hereto is the City' s Comprehensive Fee Schedule, a detailed listing of City
services and programs with existing and proposed rates. Existing fees are stricken -
through and proposed fees are underlined. Changes are summarized below.
2. 2. 1 Eliminate /Change Existinz Fees — Golf Club
The Golf Course tournament fees have been adjusted to standardize the fees,
regardless of time of day and to increase the tournament fees based on cost
per round to the City.
2.2. 2 Eliminate /Change Existing Fees —Athletics
The purpose of these changes is to reduce the player fee assessed for certain
sports ( Adult Basketball, Fall Softball, Co -ed, Flag Football) that have had a
decrease in the number of games played per season.
In addition, a reduced fee of $10 has been included for families who have
multiple children enrolled in a sport or who have a single child enrolled in
more than two sports during a 1 - year period. As a benefit for volunteer
coaching, a proposed fee waiver is included to help attract volunteer coaches
in the youth sports programs.
Throughout the fee schedule, changes have been made to clarify that a City
Resident is a resident or a property owner.
87-
2. 23 Change Existing Fees —Corporate Sponsor
The purpose of this change is to separate the corporate sponsorship fee by sport, and
assess the fee commensurate with the number of games played per season.
2. 2. 4 New Fees and Changes to Existing Fees — Tournament Fees
The purpose of this is to change the previous fee structure for tournament fees. Rates
formerly included a " per team fee." The proposed rates include a " per day fee" for
the use of Athletic Fields, Gymnasiums, Disc Golf Course, and Concession Rental.
2. 2. `i New Fees and Changes to Existing Fees —Rental —Recreational Facilities
The purpose of these changes is to increase the gymnasium rental fee and the large
meeting room rental fee based on the size of the rooms. The proposed change also
includes a new fee for the rental of the newly constructed gazebo at Liza Jackson
Park. Fees proportionate with the City' s cost to provide a water and electric source
are also proposed.
2. 2. 6 Increase Existing Fees —Rental —Ball Parks
The purpose of this change to increase the per hour rental fee due to maintenance
costs.
2. 2. 7 _ Codi & Existing Fees
The purpose of these changes is to codify fees currently charged for various
programs.
2. 2. 8 _ Clari& Existing Fee and Eliminate Fee —Senior Center
The purpose of this change is to broaden the term City Resident to include a City
Property owner and to eliminate the separate Property Owner fee.
2. 2. 9 N_
ew fee —Fort Walton Landing
This proposed fee includes the set -up and breakdown of the portable stage and is
based on staff time to complete the task.
2. 2. 10 _ Clarify Current Fee Schedule Language and reduce certain fees —Library
The purpose of these changes is to broaden the term City Resident to include a City
Property owner and to change the time for the attendant requirement to coincide
with reduced staffing.
In addition, the fee for a Non -Resident of the County to obtain a library card has
been reduced to the rate charged by other libraries in the cooperative.
2. 2. 11 Eliminate fees —Museum
The purpose of these changes is to eliminate Museum memberships and invite the
patrons to join the Friends of the Museum to assist with fundraising efforts for the
Musuem.
2. 2. 12 Increase existing fees - Cemetery
The purpose of this increase is set cemetery rates comparable to surrounding
cemeteries with similar operating costs. A portion of the cemetery fees are
transferred to a perpetual care fund to continue to provide maintenance once
all lots are sold.
88-
3. FINANCIAL INFORMATION
3. 1 The proposed changes for the Golf Course and Recreational and Cultural Services
are anticipated to have little effect on revenues. The majority of the fees are
currently being charged and are simply codified by this Resolution or have been
changed to directly correlate with the expense incurred by the City to offer the
service or program.
3. 2 The proposed changes to the Cemetery rates will increase revenues in the department
and permit additional funding to be reserved for perpetual care and maintenance at
the cemeteries.
4. RECOMMENDATION
4. 1 Staff respectfully requests City Council adopt Resolution 2010 -06 to amend the
Comprehensive Fee Schedule effective March 1, 2010.
