Mearns, City Manager SUBJECT: Approval to Apply for 2010 Urban & Community Forestry Grant Program 1. Background 1. 1 For the past few years, the City has performed an event known as Earth Day in April. The purpose of Earth Day is to promote environmental health, and the value of such elements as healthy trees, clean air and clean water. Each year we invite all fifth grade classes to attend our event as a field trip; and each year more and more schools accept our invitation. 2. Discussion 2. 1. As in all areas of the City' s budget, funding for Earth Day was critically reviewed; and funds are not available for this year' s event. Any funding for the 2010 event is strictly carry -over from previous years' events. 2. 2 In researching what may be available from other sources, staff noted a grant opportunity through the Department of Agriculture, called the 2010 Urban and Community Forestry Grant Program. The City of Fort Walton Beach appears to meet the criteria for award of grant funds. Briefly, the following are the main points: 2. 2. 1 Due Date for Applications is April 2, 2010. 2. 2. 2 Amount: $ 10, 000 with a matching in -kind $ 10,000 from the City. 2. 2. 3 Funds available —September 2010. 2. 2. 4 Project completed —September 2011. 2. 2. 5 Our Tree City USA designation is worth additional merit, as is our Arbor Day activities. 2. 3 In terms of the 50/ 50 match, staff believes that personnel costs associated with the planning and execution of the Earth Day and Arbor Day events, together with the equipment used for the events, will provide the 50% match. 2. 4 It is recognized that grant funding will not be available for this year' s Earth Day event, and in fact cannot be used retroactively; however, it will ensure that an Earth Day and Arbor Day in 2011 can be accomplished without budget funds. 3. Financial Implications 3. 1 Under no circumstances will City funds be used to make the match. 4. Recommendation 4. 1 Council approval to submit grant application to the USDA Urban and Community Forestry Grant Progra Submitted by: Carol J Executive Assistant Reviewed
