BACKGROUND: Coleen Marine, Inc. was awarded the contract for construction of two marine artificial reefs using Eglin AFB concrete materials as part of a Fish & Wildlife Conservation Commission grant that expires at the end of this calendar year. Due to unforeseen contractor delays, the project was not completed by October 31 as originally scheduled and a 60-day extension was needed. Pursuant to section E.200 of the TDD Manual, the Council shall review and provide a recommendation for all proposed contracts requiring Board approval. However, due to the timing of the project it was necessary to present the contract extension to the Board for approval on November 17.
