the Board
receives adeguate recommendations as to what businesses and
citizens’ needs are and to continue to develop the routes.
Mr. Goodwin asked if there was any active work to come up with a
strategic plan to wuse the transit system to deal with the
commuter traffic on the Hwy 85 corridor, more specifically the
ones that go to Eglin and north of Shoal River and what
opportunities lies there. He said the two biggest values the
transit system could provide to the community at large is to try
to take some traffic off Hwy 98, Hwy 85 and some of the arterial
roads. Mr. Berkstresser stated meetings have been held with the
Airports, Hurlburt Field and Eglin Air Force Base. He said Eglin
AFB is currently taking a look at a bilometric system to create
some remote parking site so traffic will not have to go through
the main gate which would allow for the creation of Park and
Ride areas outside the fence and access the base with the
biometric scan. He further stated they have Dbeen asked to
consider establishing routes inside the base as well.

Mr. Harris requested Muruti review the possibility of a Park and
Ride on Colonel Greg Malloy Road and outside Eglin AFB and said
he Iooks forward to Crestview routes being made active in the
future. Mrs. Ketchel stated everyone has worked hard and are
excited and said shelters are going up. She said there are
direct routes from Crestview City Hall to the Judicial Annex and
to the Water & Sewer Administration Building which are cost
efficient and convenient for families going to court. She said
there should be a decrease 1in budget impact and within four
years there should be no budget item for transportation because
it should pay for itself.
Mr. Windes opened the floor for public comment. No one came
forward to speak in favor of or in opposition to this amendment.
Mr. Windes stated staff requests that the weekend tourism route
be made operational effective June 8, 2016; and that staff and
Maruti continue to gather public input on the proposed route
changes and return to the Board for direction regarding route
modifications at such time as Maruti feels sufficient input has
been obtained. Mr. Harris made motion, seconded by Mrs. Ketchel
to approve this item. 5 yeas
PURCHASING - REQUEST FOR BID FOR DISPOSITION SERVICES FOR
UNCLAIMED DECEASED PERSONS
Mrs. Zan Fedorak, Purchasing Manager, stated this item was a
discussion on Reqguest for Bid to provide disposition services
for unclaimed deceased persons which was contingent upon policy
being enacted on the Consent Agenda (Item No. 7) and recommended
delaying item until the June 21, 2016 meeting.
TOURIST DEVELOPMENT -~ BIKE PATH FROM BROOKS BRIDGE TO MARLER
BRIDGE
Mr. Ed Schroeder, Tourist Development Director, stated he is
seeking direction on whether or not a pathway along the north
side of Highway 98 on Okaloosa Island from Brooks Bridge to
Marler Bridge is a project the Board wishes to pursue and said
the project was proposed by the Okaloosa Island Leasecholders
Association. He said the project was presented to Okaloosa
Restore Act Committee but was not funded. Mr. Schroeder was
seeking Board consensus on how to proceed.

Mrs. Ketechel said it was a wonderful idea that may go along
with the Greenways idea that’s Dbeing suggested by the
Legislature. Mrs. Ketchel made motion, seconded by Mr. Harris,
to move forward with recommendation to advertise for Requests
for Proposals but proceed with caution to explore who would pay
for the maintenance.
Mr. Schroeder said Public Works would maintain the pathway but
Tourist Development would provide the funding. He further stated
it would require constant maintenance to keep the path clean and
swept which could be expensive. In response to Mr. Windes
question, Mr. Schroeder stated all maintenance after completion
would be accomplished by the Tourist Development Council (TDC).
Mrs. Hoshihara stated the request was to see if the project was
feasible. She said it would be located on Eglin Air Force Base
property and $160,000 of TDC funds would be used to request
Eglin AFB allow use of its property. Mrs. Hoshihara stated if
all goes well and it’'s accepted, the Okaloosa Island
Leaseholders Association will request the County take ownership
of this project, both property and the project and the County
would be the one to seek additional funding sources. She said
this request was brought before the Board because it included
other departments and would require an amendment to the Tourist
Development Plan and Ordinance since this use is not covered.
In response to Mr. Windes, Mrs. Hoshihara stated the project
could be constructed and maintained with TDC funds and stated
TDC has not voted on funding the construction or maintenance.
Mr. Schroeder stated the cost total is $102,000 for design work.
Mr. Boyles expressed concern regarding public involvement and
suggested setting up a workshop. Responding to Mrs. Ketchel’s
gquestion, Mr. Schroeder said grant money, if available, would be
worth pursuing. Mrs. Ketchel said she supports Mr. Boyles idea
for a workshop. Mrs. Ketchel made motion, seconded by Mr.
Goodwin, to go forward to see if a partnership can be developed
with other entities.
Mrs. Ketchel assured Mr. Goodwin her motion does not preclude
public input. In response to Mr. Goodwin, Mr. Schroeder stated
the $102,000 is strictly for preliminary survey and design
services. He said it is the bare minimum amount of design work
needed to be accomplished to shop this by Eglin AFB and other
government stakeholders. Mrs. Hoshihara stated the $102,000 is

a rough estimate and is not going to be awarded to HDR but would
go out for competitive bids.
Mr. Schroeder stated the monies are requested for next year’'s
budget. Mr. Boyles again expressed his concern for the
importance of public input and stated he would vote in
opposition.
At Mr. Windes’ request, Mrs. Ketchel restated her motion stating
the $102,000 should be put in this year’s budget as an agenda
item to see if we could get the financing to go forward with a
feasibility study on this project. Per Mr. Goodwin’s request,
Mr. Schroeder said there’s no great urgency to know when to
budget the $102,000 and stated he will put it in the budget now
and withdraw it should that be the decision made later. Mr.
Hofstad said he could include i1t in the budget as a placeholder.
Mrs. Hoshihara said a vote from the Board is needed as to
whether or not to move forward with the project and said monies
can be put in the budget but no funds can be expended until the
Ordinance is amended.
Mrs. Ketchel restated her motion to move forward with the
recommendation for staff to take a look at the feasibility of
the project. Mr. Boyles commented that it doesn’t involve the
expenditure of funds and the monies would be spent before public
input. Mr. Harris stated he would vote in opposition of the
motion. Mr. S3chroeder, in response to Mr. Peacock, stated the
TDC provided support for this item. 3 yeas, 2 nays (Mr. Harris
and Mr. Boyles voting nay).

Board approval to add within this fiscal vyear. She said this
position has been outlined to create a specific initial point of

positions approved in the Engineering Division, the Public Works
Director is confident he can absorb the additional increase in
this year’s budget without additional funding.
Mr. Harris said the project began three or four years ago and is
an opportunity to manage property effectively. Mr. Harris made
motion, seconded by Mr. Boyles, to approve regquest. Mr. Goodwin
said based on the proposed job description and the dollar amcunt
the position should have an accountant or CPA background., Mrs.
McVay said the Jjob description was written to require a
Bachelor’s Degree in Accounting, Finance, Business
Administration, Public Administration, or closely related field
and added that a degree combination or an equivalent amount of
education, training, and experience would be preferred for the
position. She further stated a requirement for a background in
finance or accounting could be added to the job description. 5

HUMAN RESOURCES - RECLASSIFICATION OF TWO POSITIONS IN THE COURT
SERVICES DEPARTMENT
Mrs. GinNeal McVay, Human Resources Director, stated this
request is for reclassification of one full-time Probate and
Foreclosure Case Manager position into one part-time Probate
Case Manager position and one part-time Foreclosure Case Manager
position. She said the case load was reevaluated and 1its
allocation of time is equal and stated this request will reduce
the department’s budget by approximately $11,024.61 annually
which excludes health and 1life insurance. Mr. Harris made
motion, seconded by Mr. Boyles to approve request.
Mrs. Ketchel expressed concerns because other counties have a
full-time Foreclosure Case Manager position and said it would be
a hardship on the Jjudges and requested further input. Ms. Cathy
White, Court Administration, stated Okaloosa County is different
from Santa Rosa and Escambia Counties because their full-time
positions handle all court matters involving probate and
mortgage foreclosures, whereas Okaloosa County has Judicial
Assistants and Magistrates that handle these matters.
Therefore, a part-time position would be adequate. She said
previously one full-time person was working both positions which
was difficult. Mr. Boyles stated he doesn’t presume to know
what’s 1in the best interest of the Judiciary and doesn’t feel
the Board should tell the Judiciary what they require and
further stated his second to the motion stands. 5 yeas.

GROWTH MANAGEMENT - AGREEMENT WITH BLUEWATER BAY MSBU FOR
DRAINAGE PROJECT
Mr. Elliot Kampert, Growth Management Director, stated this item
is for an agreement with Bluewater Bay MSBU for a Drainage
Project in the South Wind and Curacao Way area. He stated in
December 2015 an agreement was approved with the Division of
Emergency Management (Project 16HM-H4-01056-01-56-01-300/Project
4177-06-R) to allow the study of a certain area that was
experiencing drainage problems. As part of the application the
County agreed to provide $10,000 of in-kind surveying and
engineering work and the MSBU would provide the remaining local
match of $22,560. Mr. Kampert said the MSBU has provided the
County with $8,167 of the required local match, has pledged an
additional 83,400, and received an additional $7000 from private
donors. He stated the funds presented to Okaloosa County by the
MSBU totals $18,567 of the $22,560 which is a share of the local
match.
Mr. Kampert said to insure the MSBU meets all its obligations,
staff recommends the Board of County Commissioners authorize the
Chairman to sign the attached agreement between Okaloosa County
and the Bluewater Bay Municipal Services Benefit Unit with the
stipulation that, if the full amount of the
