COUNTY ADMINISTRATOR: RESOLUTION AND POLICY AND PROCEDURE
FOR DISPOSITION OF REMAINS OF DECEASED UNCLAIMED PERSONS
Mrs. Hoshihara, County Attorney, stated this item is a
resolution and policy on Indigent Burial that was revised
for typos which did not affect the substance of the
document. She requested the Board’s consideration for
approval of the revised copy. Motion was made by Mr.
Harris, seconded by Mrs. Ketchel, to approve.
Mr. Boyles stated a public workshop should be held to
discuss the citizens’ concerns. Mrs. Ketchel stated it had
been vetted by clergy. Mrs. Hoshihara, upon inquiry by Mr.
Boyles, stated the meeting with the clergy was not noticed
to the public, which Mr. Boyles said was inadequate. Mrs.
Ketchel stated the next meeting 1s scheduled for September
8, 2016 and it could be noticed to the public. Mrs.
Hoshihara stated the meeting consisted primarily of staff
and one Commissioner which wasn’t subject to the Sunshine
Law and further stated the Board could frame the meeting on
September 8th as a public workshop. Mr. Harris withdrew his
motion pending a public hearing.

PUBLIC HEARING - CHANGES TO CHAPTER 1 OF LAND DEVELOPMENT CODE
Mrs. Lynn Hoshihara, County Attorney, stated the public hearing
was to consider changes to the Land Development Code (LDC)
related to Developments of Regional Impact (DRI), Code
Administration, Planning Commission, and Administrative
Adjustments and said it is a Legislative item for the Board to
consider which has been properly advertised.
Mr. Elliot Kampert, Growth Management Director, said this public
hearing considers changes to the ILDC, in response to direction
from the Board of County Commissioners to take a look at the
code and prepare a written procedure for adopting or amending a
DRI Development Order. Mr. Kampert outlined the proposed changes
as stated in the agenda item. He said no opposition has been
received to date, staff supports the requested changes to the
1LDC, and the Planning Commission voted unanimously to recommend
approval at its public hearing held on May 12, 2016.
In response to Mr. Harris’ question, Mr. Kampert stated the only
thing being pursued is the Board approved the Magnolia Golf
Course and there is a pending housekeeping matter with Bluewater
Bay with an existing office building built in 1984 and used in
support of running the resort. He further stated the new owners
would like a clean slate and will be presenting an application
to the Board requesting amendment of the Development Order. He
also stated that Bluewater Bay 1is interested in doing something
and are aware they will have to show all parcels. Mr. Harris
inquired if there would be any additional public hearing related
to this matter which Mr. Kampert stated this was the scheduled
public hearing for the matter. Brief conversation ensued.
Mr. Harris made motion, seconded by Mr. Goodwin, to allow for
additional public hearings. In response to Mr. Goodwin, Mr.
Kampert stated he doesn’t foresee any big risks but if an
application is submitted before an ordinance 1is adopted

ocutlining new procedures, that application will be subject to
current procedures. He further stated he doesn’t see this item
generating much public interest.
In response to Mr. Windes, Mrs. Hoshihara stated if the motion
passes, the public hearing would be rescheduled for June 21,
2016. Mr. Harris amended his motion to table until for June 21,
2016 at 6:30 p.m. 5 yeas.
PUBLIC HEARING - PROPOSED ROUTE MODIFICATIONS FOR PUBLIC
TRANSPORTATION
Mr. Elliot Kampert, Growth Management Director, said the public
hearing was to discuss proposed route modifications to the fixed
public transportation routes and 1is being reviewed by the
Transit Cooperative.
Mr. Bob Berkstresser, Muruti Transit, stated the public notices
were advertised in the newspapers and some workshops have been
held in various municipalities and said this agenda request is
for support for a Saturday route. Mr. Berkstresser provided an
overview of persons transported and stated they are considering
headway and the number of transfers taken by riders. He said the
Hwy 98 corridor is too slow as a result of the number of
transfers currently used and they are considering routes that go
around the bay from the east and west to support businesses. He
further stated they are getting public input to ensure
