STATEMENT OF ISSUE: Request confirmation of the County Administrator’s
recommendation to hire Ms. GinNeal McVay as Human Resources Director.
BACKGROUND: The internal advertisement period for Human Resources Director ended on
Wednesday, November 4, 2015. There was one internal candidate - GinNeal McVay, Interim
Human Resources Director. In accordance with current HR Policy, the Board of County
Commissioners appointed a screening committee consisting of Nathan Boyles, Okaloosa County
Commission Chairman; John Hofstad, County Administrator; and Kay Godwin, Human
Resources Director.
Upon review of the internal application, the screening committee recommended Ms. GinNeal
McVay for the position of Human Resources Director. Ms. McVay has been employed with
Okaloosa County since December 2004, most recently serving as the County's Interim Human
Resources Director for the last 10 months. Prior to becoming employed by Okaloosa County,
Ms. McVay worked for Aerospace Integration Corporation from December 2002 to November
2004 and Boeing from July 2002 to November 2002 in various human resource positions.
Ms. McVay holds a Master's Degree in Human Resource Management from Troy University and
a Bachelor's Degree in Management with an emphasis in Human Resource Management from
Florida State University. Ms. McVay is a Society for Human Resource Management Certified
Professional (SHRM-CP) and holds a Professional in Human Resources (PHR) certification.

RECOMMENDATIONS: Confirm the County Administrator’s recommendation to hire Ms.
GinNeal McVay as Human Resources Director at a salary of $88,004.80 effective January 4,
2016.
