BACKGROUND & ANALYSIS: Contract negotiation was approved by the Board with Michael Baker to provide professional architect/engineering services to administer and inspect third-party construction of the Northwest Florida Regional Airport (VPS) Baggage Handling System (BHS). In the continuing development, maintenance and expansion of the Northwest Florida Regional Airport , the Department of Homeland Security, Transportation Security Administration (TSA) and the airport desires to upgrade the BHS with an accelerated in-line system and explosives detection machines (EDS) to replace the existing conveyors and outdated equipment installed in 2004. The scope of work involves the phased construction of a mini-in line automated BHS/EDS system, including both temporary and permanent conveyors that will be automated and tied into the existing sloped baggage conveyors in the baggage make-up area. The goal is to provide a state-of- the-art system that will accelerate baggage screening, increase the capacity of the existing system, and reduce TSA personal labor costs. The Northwest Florida Regional Airport (VPS) is pursuing this project as a recapitalization, 100% funded by the Department of Homeland Security at $4,300,000.
