Subject: Highstepper Lease
Helen: We request the City approve our intent to renew the lease under conditions outlined in the previous
agreement approved by the City Manager, the City Attorney
and the Mayor on 24 October 2006. The approval was based on the fact we are a 501( c)3 nonprofit organization
providing "a worthwhile community service that the City
is not otherwise able to perform." We are obligated by the Lease to pay for the up -keep of the premises and pay
for insurance, totaling $8,600 annually. Our other operating expenses are $26,000 per year, Assessing rent at the
fair market value would impose an impossible financial burden.
We ask that the City continue to support our dedication to promoting the performance arts in the community by
approving our request to renew the Lease.
We will gladly provide additional supporting information if you require.

CITY OF FORT WALTON BEACH
MEMORANDUM
DATE: October 10, 2006
TO: Honorable Mayor and Council members
FROM: Joyce Shanahan, City Manager
SUBJECT: Lease Assignment from Playground Area Square and Round Dance
Association Inc. ( PASARDA) to High Steppers, Inc.
Background:
The Playground Areas Square and Round Dance Association, Inc. ( PASARDA) exists for the
purpose of uniting dancers of affiliated clubs in their efforts to promote and enjoy Square and
Round Dancing, to raise funds for public charities, and to cooperate with civic officials in
contributing to community projects.
The City has had a long standing lease agreement with PASARDA for the real property situated
at 17 Industrial Street The lease with the PASARDA was recently updated in August 2005. The
new lease is for a five y
- ear period, renewable for an additional three (3) five -year periods and an
annual rent of $ 100 per year for the first five year term; $ 200 per year for the second term and
300 per year of the third term, in addition to any real property taxes that may apply, if applicable.
Discussion:
Staff met with PASARDA Officials to discuss the assignment of their lease to the HighSteppers,
Inc.
PASARDA explained that their participation and membership numbers have been declining
and are no longer interested in maintaining a lease with the City. However, they've worked in
concert with the HighSteppers group for a number of years, many members participate in both
groups, and PASARDA desires to assign their lease to HighSteppers, Inc.
The HighSteppers group is a notfor-profit 501 c 3 charitable organizations that seeks to promote
the performing arts by providing entertainment for charities, social groups and businesses and
cooperates with civic officials in contributing to community projects. In so doing, HighSteppers,
Inc. have performed for numerous schools, churches, nursing homes, and other community
organizations; by their estimate, entertaining over 10,000 residents in the last seven years. The
also estimate that the have had approximately 57 FWB residents that have been members of
their group over the last several years.
Recommendation:
Because the HighSteppers organization is similar in purpose and function to that of PASARD&
and because HijhSteppers provides a worthwhile -communityt service that the City is nod
othebwise able to provide, staff recommends assignment of the lease for 17 Industrial Street from
PASARDA to HighSteppers, Inc.
Respectfully submitted,
n
