Subject: RE: Bidding on Property Management Contract for 17 Industrial Street (PASARDA Hall)
Mr. Mearns,
You kindly replied to my concerns and interests in a city owned building at 17 Industrial Street
Pasarda Hall) this past May. From your e- mail immediately below I was under the impression that
the lack of activity at Pasarda for the last few months' was due to the lack of a lease contract. That
may be the case but I need to advise you that the city police did in fact request the large group at
Pasarda this past Wednesday evening to turn down the music.
This is exactly the problem folks that live behind, near, or within earshot of Pasarda has with the
use of this Hall. There is no effective oversight of the effect on residential areas with regard to any
contract..
Please let me know how the citizens on Maples Street that deal with this can be effective in this
oversight beyond the added stress of always getting the police to
intervene. Is there some area of the ongoing review of guidelines that myself and /or others on
Maples could help with?
I would also like to re- affirm interest in bidding on any contracts that come up for bid.
Respectfully-
Greg Dillon

Mr. Dillon,
The leasing of certain properties most likely will not occur until August or so due to required research and no City
Again,
Council meetings in July. We are on the same page with establishing guidelines for leased property.
thank you for your interest in your city.

Thank -You Mr. Mearns.
I do appreciate your response. I am very interested in having an opportunity to bid on any lease
at Pasarda Hall. Do you have any timeline for proposals since the current lease expires at the end
of this month?
Additionally this interest includes establishing actionable guidelines for responsibilities of lease
holders of all city properties.
Respectfully-
Greg Dillon

Mr. Dillon,
Thank you for your interest in bidding on the property management contract for PASARDA Hall. Mayor Anderson
has asked me to respond to your recent inquiry. The City is just now considering what to do with a large number
of properties it owns and has leased to various interests, PARSADA Hall being one of them. However, the city at
this time is not considering entertaining the idea of utilizing a property management entity to manage its
properties.
The city is considering leasing the property at or near fair market value to an interested party. Should you have
an interest in competing for this property, a public notice will be given and bids will be solicited. The highest and
qualified bidder will have first access to the property. I will keep your e- mail address and make you aware when
the bid process will open.
As for the noise related problem, I will instruct the police department and code enforcement to monitor the
property for compliance with the city's noise ordinance.
Sincerely,
Bob Mearns
City Manager
