INSPECTION ISSUES Mr . Alan Baggett , Executive Vice-President of the Building Industry Association (BIA) stated he would like to defer his time to Felix Beukenkamp , Past President of BIA . Mr . Beukenkamp stated he currently represents the membership of the BIA and referred to the letter sent to each commissioner regarding concerns with code enforcement and inspections . He advised they have been dealing with these problems for the past three years . Mr . Beukenkamp termed some of the issues " basic systematic problems in the department " which are affecting the building industry. He presented an example of a plan he had submitted for review , saying it was completed after two weeks but it took four weeks for the department to notify him . Mr . Harris stated seven years ago the county thought they had this problem fixed . He referenced Mr . Beukenkamp ' s plan review issue which took four weeks rather than two weeks and said there had been discussion about building technology into the program . Upon inquiry by Mr . Harris , Mr . Beukenkamp answered they are agreeable to adding technology and are willing to pay for it . Upon further inquiry by Mr . Harris about increased costs , Mr . Beukenkamp stated the BIA wants to be part of the discussion and they have never turned down innovation . Mr . Jeremy Stewart , builder , felt a combination of technology and the addition of staff would help resolve some of the problems . He shared that on multiple occasions he has called two days in advance to get a CO and sat in the Growth Management Office from 10 : 30 a . m. until noon waiting for the document . Mr . Stewart commented that he was number three in line to be helped and at one point the lady in the off ice asked him to close the door so she could go to lunch . He said that should not be his job to close . February 2 , 2016 -6- Minute Book 74 , Page 105 Okaloosa County Board of County Commissioners Mr. Robert Fisher, builder , cited an example of scheduling a framing inspection on a house . The day and time came for the inspection but no inspector . He said he called in and the inspector did call back , only to say he had 85 inspections he was working on from the previous day . Mr . Fisher stated he lost two days and had to reschedule every subcontractor. He advised that he will support an increase in permit fees for technology and staff to provide better business . Mr . Andy Wilson , builder, reported that he can second the words of the earlier speakers . He explained that when they need a CO for a closing on Friday , they call in advance and may even take a week's advance notice . Mr . Wilson said he has called for an inspection and been told " so and so is not here . Call County Water. " He stated there used to be an option of asking for an AM or a PM inspection but is now off the table . Mr . Wilson questioned the need of builders losing a day of work waiting for a 30 minute inspection . He said more things could be done if there were more staff and if they would send emails or texts to contractors . Mr . Tracy Acree , builder , stated the Chief Building Inspector Purl Adams is often distracted from his job of resolving issues and expediting the process by answering calls from inspectors in the field . Mr. Acree stated Mr . Adams needs help . Mr . Nathan Harris , Watree Construction , stated they have experienced the same problems as earlier speakers- waiting one and a half weeks for inspections , sitting in the office for an hour and a half waiting for paperwork , and lack of communication . He said all of these delays have a domino effect on their businesses . Mr . Harris attributed the problems to a lack of staff and lack of technology . Mr . Beukenkamp thanked his colleagues for coming in to speak. He told the Board of a second letter regarding code enforcement . Mr . Beukenkamp noted they have worked with past boards on strengthening code enforcement fines but no fines are being imposed . He spoke specifically about an issue involving the house at 15 Handolin Lane in Shalimar , saying they handed that case to Code Enforcement . An addition to the house was constructed without permits . Mr . Beukenkamp stated this situation involved a flip by real tors . The house was sold but the realtors had to buy it back . He said that happened two February 2 , 2016 -7- Minute Book 74 , Page 106 Okaloosa County Board of County Commissioners years ago and nothing was ever done . Mr . Beukenkamp said this is not acceptable . Mr . Boyles termed these as good problems to have because the market is on the upswing . He also called Growth Management Director Elliot Kampert a rock star because his department suffered more than most with cutbacks in personnel but continued to perform the job with limited staff . Mr . Boyles pointed out government does not have the flex the private sector has . Mr . Boyles stated this department is spread too thin . He said not only does it handle growth management issues and the construction trades but also oversees the transit program . Mr . Boyles pointed out when this department was converted to an enterprise fund it became subject to market trends . He recommended staff look at bringing this department back under the General Fund budget and move the transit program from this department so it will have a more consistent model . Mr . Harris said he agrees with much of Mr . Boyles ' comments . He stated this is an overwhelming situation but Mr . Adams is doing a phenomenal job . Mr . Harris said this has been going on for three years and it is time to fix the problem . He termed builders as the " bread and butter " of our community . Mr . Harris added he is appreciative the BIA is willing to work with the county . He encouraged staff to sit down with BIA to discuss these issues . Mr . Harris stated he is supportive of spending money to provide better customer service and to build roads rather than to spend it on personal aides (assistants) . Mrs . Ketchel stated Mr . Kampert oversees four areas in his department and asked if the Board should workshop this issue . She asked Mr . Hofstad how to proceed . Mr. Hofstad replied it can be handled with a workshop or establish a committee to brainstorm how to make it better . He pointed out there is a funding issue . Mr . Windes suggested formation of a committee with representatives of the BIA , a couple of building industry representatives , and a commissioner . Mr . Windes stated he will serve as the Board ' s representative on this committee . Mr . Boyles made motion , seconded by Mr . Harris , to approve the Chairman ' s recommendation . Mr . Goodwin asked if a friendly amendment would be accepted to include a citizen appointment. Mr . Boyles , accepted this amendment . 5 yeas .
