BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: September 3, 2013 TO: Honorable Chairman and Members of the Board FROM: Jeff Littrell SUBJECT: Camille Cove Subdivision in Crestivew - Water Service DEPARTMENT: Water and Sewer BCC DISTRICT: 1 STATEMENT OF ISSUE: Camille Cove is a proposed 28-lot subdivision within the City of Crestview service area. OCWS is requesting approval from the Board to provide water and fire service to this subdivision beyond our current service area limits. BACKGROUND: This parcel of land, Parcel ID 32-3N-23-0000-0032-0000, located along Live Oak Church Road, falls within the city limits of the City of Crestview and within their water and sewer service area. The City does not have water mains available to this property; therefore, the Developer (Mr. Paul Cassady) and the City have proposed that OCWS provide potable water and fire protection service to the parcel. OCWS has the infrastructure and capacity available to serve this proposed subdivision. OCWS has an 8" water main abutting the parcel, in the Live Oak Church Road right-of-way, which can adequately serve the project. The Developer is in the process of obtaining a Development Order (DO). Part of the DO process is to obtain approval from the utility company. Therefore, before OCWS approves the construction plans, staff is requesting approval from the BCC to serve this project, which is out of our service area limits. The City has approved OCWS serving this parcel in the June 8, 2013, City Council meeting - a summary letter is attached from Mr. Wayne Steele, Director of Public Services for the City of Crestview. Upon construction of the project, a passing final inspection (and other items OCWS requires, such as FDEP clearance), and recording of the plat, OCWS would accept the infrastructure for ownership and maintenance (with a 12-month warranty period), thereby, allowing taps and meters to be set. Due to sewer not being available from either utility, the developer has proposed septic tanks (to be permitted by the Health Dept.) and met the minimum lot size criteria. OCWS and City staff have a long history of working together and using common sense on service area issues like this one. In the past there have been projects in the City service area, which they have allowed to be served by OCWS because the City did not have sufficient water capacity available (i.e. Indian Trails Subdivision). There have also been projects vice versa, where OCWS allowed the City to serve projects because we did not have sufficient infrastructure or capacity available (i.e. Dollar General Hwy 90). For Camille Cove, City staff and the Crestview City Council are agreeable to allowing OCWS to provide potable water and fire protection. In the past, these matters have been usually been handled by the issuance of a letter from the Utility in whose service area the project is located to the Utility which will provide service - that letter for this project is attached, as referenced above. OPTIONS: Approve or deny. RECOMMENDATIONS: Staff recommends BCC approval for OCWS to provide potable water and fire protection service to the proposed Camille Cove Subdivision. Upon approval by the BCC and satisfactory plan review by staff, OCWS staff would approve the construction plans by issuing a memo/letter to City Growth Management (as we would typically do for a County DO). RECOMMENDED BY: APPROVED BY: Ernie Padgett, County Administrator
